Da Nang must dare to sacrifice "golden land" to solve the long-term social problem
On November 29, Lao Dong Newspaper - Representative Office in the Central region coordinated with the Da Nang City Land Fund Development Center to organize a seminar on "Effective management and exploitation of public land funds - New Da Nang development driving force".
At the seminar, Dr. and architect To Van Hung - Member of the City Party Committee, Deputy Secretary of the Party Committee of the Da Nang City People's Committee, Chairman of the Association of Architects of Da Nang City - shared that Da Nang City (old) currently lacks many parks. The reason is that for a long time, Da Nang has focused on economic development...
It is time to consider the effectiveness of land exploitation and management according to an overall approach to economic, social, cultural and environmental efficiency. Among these four factors, none should be taken lightly, because the goal is to build Da Nang City into a livable city.
We calculate and auction land to collect budget revenue, but that amount of money is only effective at the moment. Long-term effects must create economic and social growth... Even having to sacrifice prime lands to solve long-term social problems.
Dr. and Architect To Van Hung said that people are currently asking: We develop social housing but often choose land with low economic efficiency, is that correct? Is that fair? Land auctions are to generate revenue for the budget, but the people's rights must be the center.
The public land fund in Da Nang City (old) is very large. This public land fund basically meets the exploitation requirements, serving the budget collection goal from land auctions of Da Nang City.
Investors are very interested in the public land fund of Da Nang City. Since Da Nang has had specific mechanisms and policies, and was identified by the Central Government as the country's growth axis, the city has had great appeal in exploiting and developing public land funds.
However, in addition to advantages, the current public land fund in Da Nang has not yet fully met the needs of sustainable social development. The procedures for putting public land funds into operation are not really methodical...
Land auctions are not only for budget collection
Da Nang is developing rapidly, but the current public land fund exploitation mechanism does not have a specific nature outside the Da Nang Free Trade Zone (FTZ) and the International Financial Center (IFC). The simplest characteristic is not to auction, but to choose a strategic investor without having to go through cumbersome and complicated procedures. On that basis, Mr. To Van Hung proposed a number of solutions.
Firstly, in the immediate future, the Da Nang City Land Fund Development Center needs to proactively coordinate with departments and localities that have vacant land funds, thereby determining what purpose the public land fund will be exploited for when put into use, and how it will bring long-term efficiency. Because before, we thought that the land fund for developing trade and services was effective, but who knows, when reviewing, we found that building a park is effective... Therefore, reviewing is extremely important.
"It is not good to auction public land to collect a few hundred billion VND, a few thousand billion VND for the budget. If considering public land funds to serve the interests of the people urgently, Da Nang City is ready to adjust the planning.
According to Mr. Hung, Da Nang is re-establishing a general planning project, and the communes and wards are organizing implementation, so the adjustment and reorganization of the planning to meet long-term development goals is an opportunity for the Da Nang City Land Fund Development Center to organize the review...
