Difficulties
The Dong Hoi City Central Railway Overpass and Road Project is invested by the Department of Construction of Quang Binh Province (former Department of Transport), with the Provincial Traffic Construction Investment Project Management Board as the investor's representative. The project includes two main packages: The bridge construction package with a contract value of more than 85 billion VND; the road construction package with a contract value of more than 13.4 billion VND.
The total length of the entire route and bridge is 1.15km, connecting the Ha Van Quan - Ton That Tung axis with the Nguyen Cong Hoan - Phan Dinh Phung route. The project is of great significance in regulating inner-city traffic, reducing congestion at intersections between roads and railways, and promoting socio-economic development in the region.
However, although more than half of the construction time according to the plan of 36 months has passed, the project has only completed the bridge piers, the construction site has no workers, overgrown with grass, many iron bars have rusted.
According to the Project Management Board, the main reason for the delay is the failure to complete site clearance.
The Department of Natural Resources and Environment of Dong Hoi City said that within the project scope, there are 96 affected households in Nam Ly and Bac Ly wards. However, land acquisition has encountered many difficulties due to some areas of land within the scope coinciding with other projects, leading to delays in handing over the site.
Resettlement for households also faces difficulties due to differences in people's needs and lack of consensus among relevant parties. This has caused many households to not agree with the relocation plan, leading to slow construction.
Request to speed up site clearance progress
Faced with the project's stagnation, the People's Committee of Dong Hoi City held a meeting with the Department of Construction and related units to find solutions to remove obstacles.
Vice Chairman of Dong Hoi City People's Committee Nguyen Thang Long said that site clearance work in Nam Ly ward is focusing on handling two cases of land belonging to the Vietnam - Cuba Dong Hoi Friendship Hospital and the stone factory of Mr. Nguyen Khanh Ha's household. The government requires relevant units to urgently determine the origin of the land, develop a compensation and resettlement plan according to regulations, and complete it in the first quarter of 2025.
In Bac Ly ward, for 27 households that need to be prioritized for resolution to ensure construction progress, the City People's Committee assigned a consulting unit to measure land, coordinate with Bac Ly ward to determine the origin and time of land use. This work must be completed in February 2025 to submit a land acquisition plan in time.
The city requires the Department of Natural Resources and Environment to closely monitor, urge progress and report weekly on the progress of site clearance for the road project and the central railway overpass of Dong Hoi City.
Mr. Long informed that he will direct strongly to ensure that the site clearance work takes place according to plan, both meeting the construction progress and ensuring the rights of affected people.
