Exploiting public land funds must not be profitable, but must aim for sustainable efficiency

Da Nang is ready to raise land funds to call for investment

On November 29, Lao Dong Newspaper - Representative Office in the Central region coordinated with the Da Nang City Land Fund Development Center to organize a seminar on "Effective management and exploitation of public land funds - New Da Nang development driving force".

Speaking at the seminar, Mr. Huynh Tan Quang - Deputy Director of the Da Nang City Land Fund Development Center - said that Da Nang City after the merger has a scale of 11,859.59 km2, creating a huge amount of land area. Every year, the revenue from land fund exploitation is always stable and accounts for a large proportion of the local budget revenue.

From 2022 - 2024, the exploitation of land funds will be effective through auctioning land use rights, with revenue of thousands of billions of VND per year for the local budget. In 2025 alone (up to now), the Da Nang City Land Fund Development Center has launched an auction, expected to collect 1,554.2 billion VND.

In particular, the Politburo's decision to establish the Da Nang Free Trade Zone (FTZ) and the Da Nang International Financial Center (IFC) is considered a boost in attracting international investors, as well as maximizing the mobilization of local land resources. The city has prepared suitable land funds to attract and call for investment for projects.

Currently, the whole city has 408 clean land plots to serve investment calling for a total area of over 408 hectares, along with 21,856 subdivided residential land plots to serve resettlement for projects and implement auctions, ensuring residential land funds for people when needed.

The unblocking of land resources through the establishment of a list and organization of short-term lease of land plots and public land plots assigned for management but without a decision on land allocation or land lease has initially brought in efficiency with a revenue of more than 10 billion VND. This gradually limits the encroachment on public land, maintains a clean land fund to serve the needs of people and urban development" - Mr. Quang shared.

Planning must be close to reality

Speaking at the seminar, Mr. Phan Thai Binh - Member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Committee of Da Nang City - said that the planning is of a forecasting nature and has a vision for development. It is normal to adjust and supplement planning later, and should not "pull" it into planning. Planning is one step ahead, but not always rigid, but must be adjusted to suit reality.

According to Mr. Binh, exploiting public land funds is not the collection of land use fees. That is not the main goal, although the collection must still be done, it is not a big deal to worry about how much money must be collected per square meter of land. The goal is to be sustainable efficiency when public land funds are put into use and promote socio-economic benefits.

"To attract investment and develop public land funds, two factors are needed: resolving administrative procedures as quickly as possible and site clearance and resettlement support. Most of the projects are behind schedule due to failure to clear the land. A livable city, resettlement must be better than the old place, not equal" - Mr. Binh emphasized.

According to Mr. Binh: "We have detailed 1/500 planning everywhere, but when implementing it, we have to adjust it, and adjusting it more often is more difficult than renewing. Therefore, we have to calculate the overall planning, and let investors calculate - what they need, when... to avoid the situation like I often joke to my brothers: "Go buy shoes and then tie your feet to the shoes".

Regarding the exploitation of short-term land funds, Mr. Binh said that the short-term term according to regulations is 5 years, but Da Nang only gives 3 years, so it needs to be adjusted to give investors a maximum of 5 years.

He also suggested that when commune levels encounter problems in the implementation of procedures related to public land funds, they should promptly make recommendations to competent authorities for quick resolution, minimizing administrative time.

Mr. Binh noted that after the discussion, the Da Nang City Land Fund Development Center needs to synthesize a report to propose submitting to the City People's Committee for consideration and removal of difficulties and obstacles. At the same time, coordinate to review the city's public housing fund to propose appropriate and effective handling.
