By May 2021, the People's Committee of Quang Ngai province had canceled the investment project under the BT form and switched to implementation with budget capital.
The project is slow to be implemented, causing many consequences, the project implementation planning area is now deserted, shabby, making the urban appearance worse, becoming a "way to get" for drug addicts to inject drugs.
According to Mr. Nguyen Lam - Vice Chairman of Quang Ngai City People's Committee, through assessing the situation of social infrastructure, Quang Ngai City basically guaranteed. However, one of the lack of social infrastructure and not meeting the expectations and aspirations of the people is that urban parks are not large enough to serve the needs of entertainment and entertainment of the people.

According to Mr. Nguyen Lam, Thien But Mountain is located in the heart of Quang Ngai City, one of the 12 landscapes of the province; This place is important in terms of landscape, history and feng shui elements of Quang Ngai City. According to the general planning project and the central subdivision planning, Thien But mountain area is oriented to build a landscape park, combined with the conservation of cultural and historical relics of the city.
With that importance, the planning project is very focused by the provincial People's Committee and the Department of Construction, carefully reviewing the art, technical and feng shui elements so that when completed, the project will be highly effective in aesthetics, meeting the requirements of socio -economic development, while ensuring feasibility when implementing investment projects. This is also the reason for taking a lot of time to complete, choose and approve.
In addition, for many years, resources from the state budget to balance and arrange the project implementation have also faced many difficulties. This is one of the main causes leading to slow implementation.
According to the leader of Quang Ngai City, at present, in order to have a basis for making investment projects, the provincial People's Committee has assigned the City People's Committee to organize the detailed planning scheme of 1/500 scale of Thien But Park. This project was approved by the People's Committee of Quang Ngai Province in Decision No. 845/QD-UBND dated December 31, 2024.
Currently, Thien But Park project has been approved by the City People's Committee in investment policy in Decision No. 704/QD-UBND dated 4.3.2025. The project is assigned to the Management Board of Construction Investment Project and Development of Land Fund as an investor. Currently, the Management Board is in the process of selecting a consulting unit to prepare a feasibility study report, as a basis for the next steps. It is expected that the project will be started construction in 2025. Thien But Park project has a total investment of about VND 800 billion.
