On April 8, the Land Fund Development Center of Dong Nai province coordinated with the People's Committee of An Binh Ward (Bien Hoa City) to deploy a land acquisition plan to implement the Project to convert the function of Bien Hoa Industrial Park 1 into an urban - commercial - service area and improve the environment, with the participation of about 80 enterprises operating and renting warehouses in the industrial park.
The Land Fund Development Center of Dong Nai province informed at the conference that the total time for compensation, support, resettlement, and land recovery must not exceed 8 months from the date of issuance of the land recovery notice.
In particular, for the nearly 9-hectare land area reclaimed for auction of land use rights, the time to complete site clearance is July 2025.
For the 28 ha land area to build agency headquarters (located in the overall 105 ha Political - Administrative Center of the province), the recovery will be completed in July 2025.
The remaining land plots have a completion date of December 2025.

Also at the conference, about 20 enterprises gave their opinions, soon have compensation and support plans, have appropriate support policies for relocating assets and unemployed workers; consider applying other support regulations to compensate for the difference in costs when building new factories; the provincial authorities supported to create conditions to quickly resolve procedures on land construction planning, consider exempting or reducing land rent in the first few years...
Mr. Mai Phong Phu - Director of the Land Fund Development Center of Dong Nai province - also answered questions from businesses, and expressed his hope that businesses would agree with the province's policies and plans in implementing this project.
Bien Hoa 1 Industrial Park is the oldest industrial park in Vietnam established in 1963, but has revealed limitations, located close to the Dong Nai River, with a high risk of environmental pollution.
Currently, inside Bien Hoa 1 Industrial Park, in addition to factories, there are also mixed residential areas. A total of 76 enterprises and 255 households were affected.
The functional conversion area at Bien Hoa Industrial Park 1 (8.94 ha) in An Binh ward, Bien Hoa city will be auctioned for more than 715 billion VND by the end of 2025.
