Ho Chi Minh City stipulates that rental rooms must ensure a minimum area of 4 m2/person, but does not apply extreme measures such as demolition or closure to avoid disruption.

The Ho Chi Minh City People's Committee has just approved a project to manage and support individual houses for rent in the city.

The project stipulates 3 minimum criteria for fire prevention and fighting safety (PCCC) for this type of housing.

The notable criterion is that each room must ensure a minimum floor area of 4 m2 for each person.

According to the project, the minimum criteria for floor area used to control and limit the number of people in each housing project, ensuring safety for people living in this area.

However, the Ho Chi Minh City People's Committee emphasized that the new regulation does not aim to apply extreme measures such as dismantling or closing rented rooms, to avoid affecting and disrupting people's lives.

Instead, local authorities will coordinate to implement flexible, harmonious and compelling solutions. Homeowners with rental rooms are encouraged to commit to complying with the limit of the number of people living and gradually adjust to suit the new criteria.

Currently, Ho Chi Minh City has nearly 60,000 individual housing projects for rent with more than 629,000 rooms.

Of which, independent boarding houses have 26,832 works with 277,540 rooms, with a capacity of about 709,465 people. About 9,000 rooms (3.2%) do not meet the area standards, equivalent to about 25,000 tenants (3.5%).

Individual housing combined with rental has 33,159 projects with 351,543 rooms, with a capacity of about 904,524 people. About 65,000 rooms (18.5%) are not standard, affecting about 160,000 people (17.7%).

In total, Ho Chi Minh City has about 74,000 rental rooms that do not meet the 4 m2/person standard, affecting about 185,000 tenants - mainly concentrated in District 7, District 12, Thu Duc City, Tan Phu and Binh Tan.

In addition to the criteria of the area, the project also sets the criteria for roads for fire fighting to meet the requirements: The road surface is at least 3.5 m; The water height is not less than 4.5 m; The minimum radius of the roadway is 15 m, ...

In case these conditions are not met, the distance from the fire truck parking location to the construction site can be extended if some requirements are met:

For houses not more than 15 m high: the maximum distance is 400 m (calculated according to the fire hoses).

For houses from 15 to 25 m high: the maximum distance is 200 m. In case of extending to 300 m, the project must ensure that each floor has no more than 30 people and the fire truck parking lot is within a radius of 200 m of the standard water supply source (water intake, outdoor tank or source from the neighboring project).

To encourage upgrading the rental room system, Ho Chi Minh City will implement support policies.

promotion loan: The homeowner commits to comply with regulations to borrow at an interest rate of 50% of the current interest rate to renovate and upgrade infrastructure, ensuring sufficient area and fire safety.

Support for electricity and water: Apply the unit price for electricity and water for boarding houses (not calculated according to business type), helping to reduce costs for tenants.

The Department of Planning and Investment will coordinate with the State Bank - Ho Chi Minh City branch to specify loan conditions, terms, beneficiaries of incentives and handling measures if the homeowner does not fulfill its commitment.
