On June 5, the Standing Committee of Binh Dinh Provincial Party Committee worked with key officials of 58 new communes and wards after the arrangement of commune-level administrative units.
According to the plan, by the end of June, Binh Dinh province will announce 58 new communes and wards. At the same time, 24 economic indicators for the last 6 months of the year were assigned to these localities, starting from July 1.
Binh Dinh is one of the localities that quickly implemented the arrangement of the administrative apparatus, ahead of many provinces and cities across the country.
It is worth noting that the Chairman of Binh Dinh province emphasized the responsibility of cadres, after being assigned targets and KPI, those who do not complete their tasks will have to "set a chair".
In particular, according to Chairman Pham Anh Tuan: "Now, both the secretary and chairman of the commune and ward are responsible for economic indicators as well as assigned tasks. If it is not completed, both will be replaced".
To determine whether or not to complete the task, Binh Dinh province will assign KPI (work efficiency assessment index) to perform the tasks for 58 new communes, wards and individual secretaries and chairmen of these administrative units. Thus, there is no such thing as emotional evaluation, but determination, quantity, and measurement.
I strongly support this view. Forcing commune and ward secretaries and chairmen to jointly take responsibility for economic indicators will change the awareness and thinking of grassroots leaders. From now on, the economic affairs will no longer belong to the chairman, not to the secretary.
In addition, when assigning economic targets, local leaders will truly "aiai the red carpet" to welcome investors. The government must serve investors and support businesses in production and business effectively to achieve economic targets. If "the carpet is scattered on top, the nails are scattered below", investors will not come, where will they get the revenue?
In another direction, Binh Dinh Provincial Party Secretary Ho Quoc Dung emphasized the arrangement of directors and deputy directors of departments and branches. Mr. Dung affirmed: "Currently, some departments have up to 8 deputy directors. Therefore, in the next 5 years, 4 deputies must be rearranged. Deputy directors who do not complete their tasks will have to return to the position of department head".
That is right, if the deputy director does not complete his tasks, he will be demoted, so it is fair for the secretaries, chairmen of the commune and ward.
But to be more fair, directors of departments, branches and higher positions must also be dismissed if they do not complete their tasks.
Provincial leaders must also be assigned KPI like commune and ward leaders before subordinates can serve.
