On February 26, Nghe An Provincial People's Committee announced that it had just issued Document No. 1351 on reviewing and suspending the implementation of works and projects in the process of implementing the plan to innovate and reorganize the administrative apparatus in the spirit of Conclusion No. 126-KL/TW dated February 14, 2025 of the Politburo and the Secretariat.
This is a decision that is very suitable for the current situation, when central and local agencies are streamlining the apparatus, especially the study of merging provinces and removing district levels.
The country has 696 district-level administrative units, each unit has many working headquarters of Party, government and mass organizations. If everyone temporarily stops building new, repairing, renovating, and upgrading the headquarters, it will save a significant amount of money for the budget.
In the coming time, when some provinces are merged and district-level levels are removed, there will be many surplus headquarters, if not used effectively, it will cause waste.
Public assets are abandoned because local leaders do not dare to decide on leasing, cooperation and business association. Because, when starting to exploit, if there are errors, it can become a deliberate violation. Therefore, there were opinions that it was better to stand in front of a disciplinary council than stand in front of a court.
Therefore, the current necessity is not to invest in building new or upgrading the office, but to prepare plans to exploit public assets when officially implementing the removal of the district level. Localities should not let the situation of state agencies being abandoned, becoming places for livestock farming and garbage dumping happen again.
Consider in advance that when the district level is abolished, public assets can be handled according to the most suitable options. Not only a few headquarters, the number of public assets at the district level is very large, exploited will bring benefits to the people, contribute to the national budget.
This is not only the responsibility of the locality, but requires policies, mechanisms, and regulations from central agencies to unify implementation nationwide.
The Government issued Decree No. 108/2024/ND-CP regulating the management, use and exploitation of houses and land that are public assets not used for residential purposes and assigning them to organizations with the function of managing and trading local houses for management and exploitation. However, localities still have a situation of abandonment of public assets, showing that there are many problems that need to be resolved with timely regulations and in accordance with real life.
