The Quang Binh Energy Pellet Plant Project of Dohwa Resource Development Company Limited (Dohwa Project) has been a suspended project for many years.
Saying that the project is suspended is not unfair at all, because the project has an investment capital of 240 billion VND on a land area of 3 hectares, started construction in 2016, expected to be completed and put into operation in the second quarter of 2019. But after 8 years since the start of construction, the project has only leveled the ground and completed the construction of the operating house, fence system, and main gate. Construction items for operation have not yet been invested in.
As for "double-tounged", the document dated February 22, 2024, signed by Deputy Head of the Management Board of Quang Binh Economic Zone Hoang Dang Anh, was sent to the Provincial People's Committee reporting on the implementation of the Manufacturing Factory Investment Project. Quang Binh energy pellets of Dohwa Resource Development Company Limited, stating: the project needs to be considered for termination of operations.
From the document of the Management Board of Quang Binh Economic Zone, Vice Chairman of Quang Binh Provincial People's Committee signed document No. 86 dated March 11, 2024, requesting the Standing Committee of the Provincial Party Committee for policy on terminating the project.
But surprisingly, on June 17, 2024, the Management Board of Quang Binh Economic Zone sent another document to the Provincial People's Committee about adjusting the extension for this company until December 2025.
And this is the 5th extension for the Dohwa project. Please note, in the previous document, the Management Board of Quang Binh Economic Zone said that this project does not fall under the provisions of the Investment Law to adjust project implementation progress.
Not subject to the Investment Law but why is it still extended?
Creating maximum conditions for investors to operate, produce and do business, create products, and create jobs for workers is a must and needs support. However, investors who do not comply with their commitments, leaving projects hanging, wasting resources, and causing frustration among people, need to be stopped.
For the Dohwa project, Quang Binh province has created conditions for implementation and extension many times, but the investor is still "on hold". The project has lasted 8 years, why does the locality "pamper" investors to the point of "having to say two words?"
A suspended project leaves land abandoned and wastes resources, but the local government has renewed it many times. Not to mention, there are documents with inconsistent content, which can raise the question: Is it transparent?
