This is a bypass located in the south of Bao Loc city, 15.6km long. The starting point is in Loc Chau commune and the ending point is in Loc Nga commune. Construction started in 2017, built according to grade III mountain road standards. The purpose of the project is to reduce the load on Highway 20 passing through Bao Loc city center and promote local socio-economic development.
However, it is no longer a road, but a strange type of terrain, strewn with concrete, asphalt, subsidence, and pits. If it were a road, vehicles would have to be able to travel, but with this 800 billion VND bypass, walking is still difficult. In December 2023, a man riding a motorbike in this area fell into a hole and died.
Why the road is so broken, the local answer is due to lack of capital. According to the Department of Transport of Lam Dong province, about 70% of the construction volume has been completed, basically completing 15/15km. Due to lack of capital, the project has been stopped since October 2020.

The current state of damage is due to poor quality. The completed road is broken, cracked, and subsidences before being put into use, which is unacceptable. If it is prolonged, some areas may deteriorate and need to be repaired, but it cannot be destroyed like a bomb.
Only careless work can produce such a horrifying product. Or 70% completed, due to lack of capital, it is thrown away, no one cares, no maintenance.
Lam Dong province requested the Ministry of Transport to soon balance capital sources, establish a new project and complete and put this route into use in the period 2024 - 2025. But there is a reality that must be faced, which is starting over from scratch, considering the money I had previously spent was gone in smoke.
Spending money on road construction in this way is a huge waste, so who is responsible for the waste of 800 billion VND?
Which unit is the investor, related agencies, project management board, or contractors, perhaps no one is responsible?
