That is the Cuoi Market Commercial Center and Supermarket, completed in 2009 and handed over for use in 2014 to the People's Committee of Gia Loc town, Gia Loc district, Hai Duong province.
Reporters from Lao Dong Newspaper went to the field and recorded images of a commercial center that had been abandoned for 10 years, seriously degraded, and some places were used by people to store garbage.
Since its completion, this commercial center has not been used for a single day. The buildings are damaged, with some things like theft and vandalism.
While a shopping mall with an investment of 50 billion VND, covering an area of over 3,000 square meters, with a 3-storey design and nearly 200 stalls turned into a pile of scrap, local traders were doing business in a dilapidated old market.
Why is there such a paradox?
Mr. Doan Van Long - Chairman of Gia Loc Town People's Committee, Gia Loc District, Hai Duong Province said that since Gia Loc Town took over the Trade Center and Cuoi Market Supermarket in 2014, it has repeatedly polled small traders but most of them did not agree to do business in the Center. People said that the Center was in an unsuitable location, hidden, the stalls were small and cramped, so they did not want to do business.
Obviously, when building this commercial center, they did not carefully study the needs of small traders, so it failed. This is not the first case, many markets are built very large and spacious, but small traders do not come to trade, because it is not suitable for the actual living and trading of the people.
The failure is obvious, but the locality needs to have another exploitation plan to avoid wasting a billion-dollar facility, along with a large, valuable plot of land. Leaving it for 1 year can be explained as researching a plan, but leaving it for 10 years in such disrepair is unacceptable.
Local people say that the government should soon have a plan to use the center, leaving such a large project unused is a waste.
10 years is not too early, but it is better than doing nothing and continuing to leave it abandoned.
