Decree 178/2024/ND-CP was issued to specifically regulate policies and regimes for cadres, civil servants, public employees and workers in the process of streamlining the apparatus of the political system, including regimes on retirement and early retirement.
This Decree demonstrates the humanity and reasonableness of the Party and State in implementing administrative reform, ensuring the rights of workers in the process of streamlining the apparatus.
No one is equal to anyone in terms of the amount of money they receive when quitting their jobs under the 178 regime because it depends on many factors. However, it is possible to tailor through public figures.
For example, the announcement of the Ministry of Home Affairs in early July said: The whole country has 25,611 people who have received early retirement and resignation due to organizational arrangement according to Decree No. 178, with a total amount paid of VND 26,947 billion.
That is, the average person is about 1 billion VND. And this is a huge amount of money compared to the income and accumulation of a civil servant working for a normal salary.
And this figure is also the reason for the current situation of taking advantage of policies under Decree 178 in localities.
This is no longer a warning but is confirmed in Official Dispatch No. 18/CV-BCD of the Government Steering Committee on the arrangement of administrative units at all levels and building a model of organizing local government at both levels sent to central and local agencies on the implementation of policies and regimes according to Decree No. 178/2024/ND-CP.
The document, signed by Minister of Home Affairs Pham Thi Thanh Tra - Deputy Head of the Steering Committee, said that through synthesizing feedback and monitoring, the Government Steering Committee found that there was a situation of "taking advantage of policies in the process of proposing to competent authorities to review and resolve policies and regimes".
Taking advantage of policies like 178 is a myriad of conditions, and no one is like anyone else. However, there are still forms of law evasion and regulations evasion by "competent" levels to legalize civil servants who do not meet the conditions and standards for retirement according to Decree 178 but are still "receiving a department" for retirement.
It is worth mentioning that not only pointing out the current situation, the Government Steering Committee also requires localities to " strictly handle cases and acts of profiteering and violations in reviewing and resolving policies and regimes for subjects under their management according to the provisions of law".
Strict handling is not only a deterrent, but must be handled effectively, from the main beneficiaries to the competent level, in the style of handling a case, warning the whole region, the whole field as the Prime Minister Pham Minh Chinh has directed many times.
Because when a humanitarian policy like Decree 178 is taken advantage of for personal gain, not only the budget loses money, but it is also a major factor leading to unfairness and transparency, causing loss of trust and great damage to the goal of reforming the apparatus.
