Amending the Constitution is an important step forward for development

Faced with the country's continuous movement, integration with rapid social progress, the provisions of the Constitution also need to be revised and improved to suit reality.

Therefore, the National Assembly's consultation with the people on amending and supplementing a number of articles of the 2013 Constitution is not only a legal step, but also a testament to a dynamic, modern and open-minded governance mindset.

Compared to previous amendments, this time the Constitution has only amended 8 out of a total of 120 articles. This is a modest ratio if only looking at the numbers.

But if we carefully review, it can be seen that the content of this amendment has a very profound impact, paving the way for a strong administrative institutional reform: moving to a 2-level local government model, streamlining the apparatus, arranging socio-political organizations and especially strongly institutionalizing the people's mastery.

Many experts have agreed that it is impossible to streamline the apparatus without a compatible legal basis. Once the organizational model has changed but the Constitution has not been updated, the disharmony between institutions and reality will lead to confusion in implementation, even reducing people's confidence in effective management.

Therefore, amending the Constitution is an indispensable step, but it is worth considering that this amendment is carried out in an open spirit - collecting public opinions, using digital technology such as the VNeID platform to ensure democracy, comprehensiveness, and substance.

The amendment of the Constitution does not stop at the administrative apparatus. It is also an opportunity to rearrange the political and social system in a clear direction of functions, position, and efficiency in operations.

For example, the re -establishment of the role of the Vietnam Fatherland Front - the center of the great unity bloc of the entire nation, is not only valid in terms of the organization but also reflects the long -term vision of people's participation in the process of building and monitoring state power.

It can be said that this amendment to the Constitution is clearly institutionalizing: rediding the administrative foundation, restructuring the apparatus, laying the foundation for comprehensive reform in the way of organizing and operating the government. That demonstrates the spirit of proactive, roadmap-based and comprehensive innovation.

The history of Vietnam Constitutional shows that each constitution is associated with important development milestones of the country. And this amendment, although modest in terms of terms, marked a major turning point in the thinking of reforming the administrative apparatus, organized the political system, and promoted the role of mastery of the people in a modern rule of law state.
