It must be seen that there is a competition for human resources between state agencies and private organizations and enterprises. Of course, salary is a criterion for dominance in competition.
The Ministry of Home Affairs has also submitted a draft Law on Cadres and Civil Servants (amended), adding a provision allowing the signing of contracts with typical entrepreneurs, experts, and scientists, performing leadership and management civil servant tasks.
This regulation is the basis for state agencies to invite experts.
However, to hire a "talented, practical" person, we must have a corresponding salary.
In addition to recruiting capable people, high salaries are also a condition for staying honest.
Receiving a high salary, cadres and civil servants are assured of their lives and focus on their public duties. People expect cadres and civil servants to be honest, not harass, petty, not "the people are the main".
On the contrary, those who do not work well will be forced to quit. The civil servant KPI clearly assesses the ability of each person through the completion or failure to complete tasks.
