"Beheading" the contractor, when will the 2,300 billion VND hospital be finished?

Binh Duong province "fired" the contractor for delaying the construction of a 2,300 billion VND hospital.

At the 16th Session of the 10th Provincial People's Council (July 24), Mr. Vo Van Minh - Chairman of Binh Duong Province - said that the province has directed the Provincial Construction Investment Project Management Board to urgently handle the termination of the contract with the construction unit of the Central Technical Block project and the funeral home of the 1,500-bed Hospital project.

According to information from the management board, the construction part of the 2,300 billion VND hospital project has been 90% completed, but the progress of importing key equipment such as generators, electrical cabinets, electrical cables, fire fighting equipment, etc. by the construction unit is very slow. Some equipment imported to the project does not ensure sufficient quality records according to the design documents. NT Joint Stock Company is the construction unit, and the Project Management Board has announced the termination of the contract with this unit.

If the contractor is slow and imports equipment that does not meet quality standards, the contract must of course be terminated. If errors are not prevented from the beginning, they may later become violations as has happened in many other projects.

This hospital project is also one of the long-delayed projects, and has not been completed for 10 years. Construction started in 2014, then stopped, and resumed in 2018, and is still unfinished. People are impatiently waiting for a new, modern hospital to provide them with peace of mind for medical examination and treatment, but the deadline has been delayed too many times.

One more promise, the project is to be completed in the third quarter of 2025. Well, Binh Duong people will have to wait another year.

To reach the finish line according to the new commitment, we must urgently carry out the remaining items, and decisively terminate contracts with contractors who are slowing down the progress. The "beheading" of the above construction unit shows the determination of the provincial leaders towards the contractors.

But "beheading" the contractor is not enough, but also tightening management work, enhancing the responsibility of agencies related to project implementation. The apparatus must operate smoothly for the project to be completed on time next year.

Completing the project and putting it into operation is one thing, but more importantly, the hospital must meet quality standards, ensuring medical examination and treatment for people with many good services, new and modern equipment, and a civilized environment.
