The case involving the "most beautiful villa in Ca Mau" has just had an unexpected development when the local government agreed to let the owner of this villa carry out the necessary procedures to legalize the project.
Accordingly, at the third quarter press conference organized by the People's Committee of Ca Mau province on the morning of September 18, Vice Chairman of the People's Committee of Ca Mau city Tang Vu Em said that Mr. Ho An Tap had taken steps to convert aquaculture land to residential land in accordance with regulations.
This conversion procedure is being processed by the specialized agencies of Ca Mau city.
This incident caused a stir in public opinion not only because Mr. Tap continuously posted pictures and livestreamed on social media, claiming that this was “the most beautiful villa in Ca Mau”, but also because the villa was illegally built on an aquaculture land area of up to 2,261.58 m² right in the city center. The authorities only “discovered” the violations when the project was almost completed.
In the process of handling violations, the authorities of the city and Ca Mau province showed inconsistency. Sometimes the authorities requested to demolish the construction and restore the land status, sometimes they allowed to change the land use purpose, and sometimes they announced that they would take steps to restore the original status...
However, after many rounds of adjustment, the "most beautiful villa in Ca Mau" was finally allowed by the government to carry out land conversion procedures to legalize all illegal construction works.
Previously, in the article “The most beautiful villa in Ca Mau” cannot challenge the strictness of the law and the owner of the “most beautiful villa in Ca Mau” is “selling” responsibility, Lao Dong Newspaper raised the issue of the consequences of the unserious and inconsistent handling of the situation by authorities at all levels in Ca Mau.
If this case continues to be handled in a way that legalizes violations to allow them to exist, it will create a bad precedent in the issue of illegal construction, not only in Ca Mau but also in other localities, and at the same time pose a challenge to the fairness and strictness of the law.
The authorities at all levels of Ca Mau province should have handled this case seriously to confirm to Mr. Tap and the people of the whole country that the previous inconsistencies related to the "most beautiful villa in Ca Mau" were just a few "accidents" in administrative procedures.
However, the latest and final settlement of this case has proven the opposite: Ca Mau has shown itself to be not strict and fair in law enforcement!
