Vietnam Social Security said: In Article 22, the Law on Health Insurance stipulates that all people with health insurance cards who go to medical examination and treatment are entitled to the Health Insurance Fund to pay for medical examination and treatment costs within the scope of benefits and benefit levels.
According to the provisions of Clause 1 and 2, Article 26 of the Law on Health Insurance: In case a health insurance participant has to work on the move or temporarily reside in another locality, he/she shall receive initial medical examination and treatment at a medical examination and treatment facility appropriate to the technical level and the place where he/she works on the move or temporarily resides according to the regulations of the Minister of Health and the health insurance participant shall be allowed to change the initial medical examination and treatment facility registered every quarter.
At the beginning of each quarter, employees can change their initial medical examination and treatment location from central hospitals to commune-level or district-level hospitals or equivalent, depending on their workplace, residence and the service capacity of the medical facility.
In the first month, each employee can submit an application to change the initial medical examination and treatment registration facility, including: Application form for participation, adjustment of social insurance and health insurance information to the social insurance agency where the card is issued in one of the following forms:
- Directly at the One-Stop Department of the Social Insurance agency;
- Through postal services;
- Online at the National Public Service Portal or the Vietnam Social Security Public Service Portal.

Step 01: Access the address dichvucong.gov.vn.
Step 02: Look up administrative procedures and public services:
Currently there are 3 ways to access administrative procedures and public services, which are:
- Search by keyword on homepage, citizen page, business page;
- Select administrative procedures from citizen and business events;
- Select from the list of online public services.
Step 03: Select the implementing agency
Based on the “Implementing agency” in the administrative procedure information, you select the corresponding implementing agency of the procedure to be performed; for example, in this case, it is the Social Insurance agency.
Step 04: Register and log in to citizen and business accounts
You can register an account using: Digital signature SIM; Digital signature USB; Mobile subscription (For Citizens); Social Security number (For Citizens).
After registering an account, you log in using one of the following methods: Digital signature SIM; Digital signature USB; ID card/CCCD.
Step 05: Submit application, look up and track application status
After you have successfully logged in, the National Public Service Portal will redirect you to the Portal of the Ministry/Agency/Locality where you registered to submit your application. You can look up the application status according to the application code issued on the National Public Service Portal; to monitor the detailed processing progress and manage input and output data of the application, you can log in to see the details.
