The Draft Law amending and supplementing a number of articles of the Law on Health Insurance has proposed amending and supplementing Article 26 of the 2008 Law on Health Insurance on initial registration for medical examination and treatment under health insurance as follows:
Health insurance participants register for initial health insurance examination and treatment at medical examination and treatment facilities without inpatient treatment, commune, ward and town health stations and regional polyclinics with beds, family medicine examination and treatment facilities, medical centers with beds and district, county, town and city hospitals of provinces and centrally run cities and some hospitals, medical examination and treatment facilities of ministries, branches, private medical examination and treatment facilities determined by the Ministry of Health to be equivalent to district hospitals in terms of health insurance examination and treatment in accordance with their place of residence, work and study.
Every year, the Department of Health coordinates with the provincial Social Insurance to determine the list of initial health insurance examination and treatment facilities and allocate the number of health insurance cards to ensure balance, in accordance with the medical examination and treatment needs of health insurance participants and the local reality according to the regulations of the Ministry of Health.
Health insurance participants are allowed to change the initial medical examination and treatment facility within the first 15 days of each quarter.

In particular, amend the regulations on transferring health insurance patients between medical examination and treatment facilities with appropriate payment rates for cases of health insurance examination and treatment at the wrong technical level to increase medical examination and treatment at grassroots health facilities and increase spending on grassroots health facilities.
This draft Law also amends the rate of payment for health insurance examination and treatment costs, which is adjusted from the previous technical level to the technical level when health insurance participants go to the medical examination and treatment facility at a place other than the place they initially registered for, and do not follow the procedures for transferring medical examination and treatment facilities.
It is expected that if approved by the National Assembly, the contents of the draft Law amending and supplementing a number of articles of the Law on Health Insurance will take effect from January 1, 2025.
