Accordingly, the increase of staff from the Medical Center and provincial units to the Commune Health Station will start from December 15, 2025.
Specifically, in the preventive health system, 45 staff of the Medical Center will be assigned to 45 Health Stations. For the treatment system, each commune health station will have 1 doctor added to directly implement medical examination and treatment. The increase period is 1 month.
Notably, in this rotation, there is a " two-way exchange" mechanism. During the time that upper-level doctors return to the commune, the Health Centers will proactively send the commune's doctors to the provincial hospital to study and provide training certificates. In the immediate future, the health sector will prioritize training human resources on general ultrasound and electrocardiography.

Provincial hospitals such as: Provincial General Hospital, Traditional Medicine - Rehabilitation Hospital, Lung Hospital and Mental Hospital are also required to send specialized doctors, certificates of training in electrocardiography, ultrasound or ENT to support 15 commune health stations. In the immediate future, support for disadvantaged communes in Nam Po and Muong Nhe Medical Centers.
In particular, doctors from the province will bring medical equipment such as ultrasound machines, handheld electrocardiograms, etc. to serve on-site diagnosis, in addition to taking advantage of existing equipment at the facility.
In addition, the Provincial Center for Disease Control and specialized provincial centers also sent staff with pharmaceutical and medical expertise to support remote communes. Increased time is 10 days/ period.
Mr. Pham Giang Nam - Director of Dien Bien Department of Health also requested units to implement seriously and effectively.

"Sctuctuation is a priority for cadres with good expertise, focusing on transferring common diagnostic and treatment techniques, disease prevention, expanded immunization, food safety, and non-communicable disease management" - Mr. Nam informed.
According to Mr. Nam, by 2030, the Dien Bien Health Sector will aim to achieve the following goals: Ensuring 100% of Commune Health Stations are fully equipped with at least 4-5 doctors, increasing the rate of medical examination and treatment of Health Insurance at Health Stations to over 20% and implementing free periodic health check-ups from 2026 after receiving instructions from the Ministry of Health
According to Mr. Nam, from January 1, 2026, the Health Station will become a public service unit under the People's Committee at the commune level, subject to professional guidance from the Department of Health.
The functions and tasks will focus on disease prevention, initial medical examination and treatment, community health care, population health, food safety, and social protection.
