Proposal of Lam Dong province voters sent to the Ministry of Health before the 7th Session of the 15th National Assembly: The Ministry of Health should consider adding the medical profession to the list of arduous, toxic, and dangerous jobs that can be retired 5 years in advance, to ensure the health of civil servants, workers, and the quality of health care for the people.
The Ministry of Health said early retirement, but not more than 5 years for heavy and toxic occupations, is regulated in the Labor Code and the Law on Social Insurance.
The consideration of adding the medical profession to the list of arduous, toxic, and dangerous jobs and occupations for early retirement of 5 years is not under the authority of the Ministry of Health.
Early retirement cases 5 years from 01.7.2025:
Pursuant to Articles 64 and 65 of the Law on Social Insurance 2024, cases of early retirement at 5 years of age include:
- Employees who have paid compulsory social insurance for 15 years or more when working in a arduous, toxic, dangerous or especially arduous, toxic, dangerous job or occupation on the list of arduous, toxic, dangerous or especially arduous, toxic, dangerous jobs or occupations issued by the Minister of Labour, War Invalids and Social Affairs or working in areas with especially difficult socio-economic conditions, including working time in areas with a regional allowance coefficient of 0.7 or higher before January 1, 2021;
- Employees who have paid compulsory social insurance for 15 years or more and have a reduced working capacity of 61% to less than 81%;
- Being officers and professional soldiers of the People's Army (QDND); Professional officers and non-commissioned officers, technical officers and non-commissioned officers of the People's Public Security (CAND); people working in cryptography receiving salaries as soldiers; non-commissioned officers and soldiers of the People's Army; non-commissioned officers and soldiers of the People's Public Security serving for a limited period of time; military, police and cryptography students currently studying and receiving living expenses (abbreviated as people working in the army and police).
Thus, medical staff are not eligible for early retirement 5 years.
