Latest on-call allowance for medical staff that has not been increased

The Ministry of Health proposes to increase surgical and procedural allowances, increase on-duty pay, and increase meal allowances for medical staff in accordance with the current inflation index and consumer prices.

The Ministry of Health said that currently the allowance levels: Permanent allowance, surgery and procedure allowance, epidemic prevention allowance and food allowance for the subjects applied in Decision No. 73/2011/QD-TTg dated December 28, 2011 of the Prime Minister are too low and no longer suitable for the current economic and living situation.

According to the Ministry of Health, based on the time of application of the basic salary: Basic salary of 830,000 VND from May 1, 2011 (Decree No. 22/2011/ND-CP) to now basic salary of 2,340,000 VND from July 1, 2024 (Decree No. 73/2024/ND-CP) (increase of 182%), the Ministry of Health has issued a new allowance level.

However, this is only a proposal from the Ministry of Health, and currently medical staff still receive allowances from 2011. Accordingly, the on-call allowances that doctors and medical staff receive are as follows:

Clause 3, Article 2 of Decision 73/2011/QD-TTg stipulates the on-call allowance for doctors and medical staff as follows:

- 24/7 employees are entitled to the following allowances:

+ 115,000 VND/person/shift for grade 1 and special grade hospitals.

+ 90,000 VND/person/shift for grade 2 hospitals.

+ 65,000 VND/person/shift for remaining hospitals and other equivalent facilities.

+ 25,000 VND/person/shift for commune health stations, military and civilian health stations, and military and civilian infirmaries.

- Employees working 12/24 hour shifts are entitled to a rate equal to 0.5 times the 24/24 hour shift allowance;

- Employees working 16/24 hour shifts are entitled to a rate equal to 0.75 times the 24/24 hour shift allowance.

If on duty in the emergency resuscitation area or special care area, the on-duty allowance is calculated at 1.5 times the above prescribed level; if on duty on weekly days off, the on-duty allowance is calculated at 1.3 times the above prescribed level; if on duty on holidays and Tet, the on-duty allowance is calculated at 1.8 times the above prescribed level.

In addition, doctors and medical staff also enjoy the following benefits:

- Workers on duty 24/7 are supported with a meal allowance of 15,000 VND/person/shift;

- Employees are entitled to leave and receive full pay after participating in the regular shift as follows:

+ On duty 24/24 hours on weekdays, weekly holidays with 1 day off; holidays and Tet with 2 days off;

+ Regular 12/24 hour shifts or 16/24 hour shifts are off for at least the next 12 hours.

In case medical examination and treatment facilities mobilize employees to work during the above break hours, they must pay overtime wages according to the provisions of labor law.

- Medical examination and treatment facilities that mobilize employees to work overtime must pay overtime wages to employees according to the provisions of labor law.

Night shift workers are paid night work wages in accordance with labor laws.

This allowance level is too old and has not changed for nearly 15 years. It is expected that the Ministry of Health will submit this proposal to the Government and the Prime Minister in November 2024.
