The dispatch on proactively deploying medical work to respond to storm No. 3 and floods of the Ministry of Health signed by Deputy Minister of Health Do Xuan Tuyen stated that on September 5, 2024, the center of the storm was in the northern sea area of the North East Sea, about 520km east of Hainan Island (China); the strongest wind near the center of the storm was level 15 (167 - 183km/h), gusting over level 17; the storm moved westward at a speed of about 10km/h, the storm was likely to make landfall with very strong intensity and directly affect the sea and mainland of the Northern and North Central regions.
To proactively respond to storm No. 3 and the flood situation, the Ministry of Health requests the Departments of Health of provinces and cities in the Northern and Central regions; units under and directly under the Ministry of Health in the Northern and Central regions to urgently and strictly implement the directives of the Prime Minister; the National Civil Defense Steering Committee; the Civil Defense Command Committees of localities and the Ministry of Health on proactively responding to storms and floods, ensuring safety for people.
At the same time, closely monitor the development of storms, the situation of rain, floods, warning information about flash floods, landslides, land subsidence due to rain or water flow according to the announcement of the National Center for Hydro-Meteorological Forecasting; proactively deploy the work of preventing, combating and responding to storms and floods. Review the unit's plans and solutions for storm and flood prevention to ensure they are suitable for the practical requirements of the locality.
At the same time, organize professional and emergency duty 24/24h; be ready to receive and provide emergency care for victims caused by rain and floods; do not interrupt emergency care and treatment for people; ensure adequate supply of essential medicines for people, promptly replenish reserves of medicines, chemicals, and supplies for disaster prevention and search and rescue.
Implement plans to protect medical facilities in areas at risk of being affected by floods; proactively evacuate medical facilities in low-lying areas at risk of flooding, flash floods, landslides.
Organize environmental sanitation, prevent epidemics, ensure food safety caused by storms and floods; arrange and stabilize medical examination and treatment facilities, ensure medical examination and treatment for people after floods.
