Calculating a refund plan for buyers if fake milk is determined

Bac Kan - The provincial authorities said they will consider a plan to refund the buyer if it is determined that the milk provided in the hospital is fake milk.

As Lao Dong reported, Bac Kan General Hospital has just decided to stop supplying milk products with the hap hap hap hap brand in the hospital pharmacy system due to the dismantling of the fake milk ring.

Meanwhile, many patients examined and treated at Bac Kan General Hospital reported having used hap hap hap hap hap milk and expressed concern. In particular, this type of milk is often provided to children born in hospitals.

On April 22, speaking with a reporter from Lao Dong Newspaper, a leader of the People's Committee of Bac Kan province said that after discovering milk products related to the fake milk production line, the Provincial People's Committee directed the Department of Health to issue a document requesting to stop supplying at the hospital. In addition, the authorities have issued a general directive to review and inspect drugs and functional foods in the area.

"The authorities have not yet officially concluded whether this type of milk (Hapomil) is fake or not. All bidding procedures for this type of milk at the hospital are in accordance with regulations.

In case it is not fake milk, it is good. If it is determined to be fake milk, the authorities will consider the option of determining the buyer to refund the patient," the leader added.

Mr. Tran Dung Cam - Deputy Director of Bac Kan General Hospital informed that all hap hap hap hap milk at the hospital has been stored, waiting for the conclusion from the authorities.

"This type of milk is related to Rance Pharma International Pharmaceutical Joint Stock Company, a unit being investigated in the fake milk production ring. Stopping cancer is first of all to ensure the safety and rights of patients" said Mr. Cam.

Previously, informing about hap hap hap milk products, Bac Kan General Hospital said that this unit did not directly sign a contract with Rance Pharma International Pharmaceutical Joint Stock Company but signed with Happy World International Nutrition Joint Stock Company. The bidding is in accordance with the provisions of law. Happy World International Nutrition Joint Stock Company is not on the list of units announced to be related to the fake milk production line.

According to the reporter's investigation, Happy World International Nutritional Joint Stock Company (English name: Happy World International Nutritional Food JSC) registered at No. 48, Street 23, Thanh Pho Giao Luu Urban Area, Co Nhue 2 Ward, Bac Tu Liem District, Hanoi.

The company was established in 2023 with Ms. Tran Thi Thu Huong as legal representative. The main occupation is food trading.

In early April 2025, the Ministry of Public Security dismantled a particularly large-scale counterfeit milk production and trading ring, operating from 2021 to present.

This ring is led by Vu Manh Cuong and Hoang Manh Ha, using the legal entities of Rance Pharma International Pharmaceutical Joint Stock Company and Hacofood Group Nutrition Food Joint Stock Company in Ha Dong (Hanoi) to produce nearly 600 types of fake powdered milk products.
