Previously, according to the reflection, at the facility named "Hoa Chinh Pharmacy" located at No. 10, Zone 2, Hai Thanh, Duong Kinh, Hai Phong (now Hai Thanh 2 residential group, Duong Kinh ward, Hai Phong), the owner, Mr. Tran Van Hoa, daily conducts medical examination, treatment, and sells medicine to patients but does not have a license to operate medical examination and treatment.
According to images taken from the camera, Mr. Tran Van Hoa had given the vaccination to patients without any safety measures, did not wear gloves, did not wear a blouse, and injected the patients while sitting. According to records, every day there are many people, mainly the elderly living around this area, coming to see a doctor, buy medicine, and listen to advice on treatment from Mr. Hoa.

Along with that, the signboard of this "Hoa Chinh Pharmacy" has a phone number that matches the phone number of Chinh Pharmacy (address at 912 Pham Van Dong, Hai Phong) also located nearby.
After receiving the feedback, the Hai Phong Department of Health conducted an inspection and determined that Mr. Tran Van Hoa did not have a license to operate medical examination and treatment at address No. 10, Zone 2, Hai Thanh, Duong Kinh, Hai Phong.
