The storm forecast bulletin issued at 5:00 a.m. on October 7 by the Philippine Atmospheric, Geophysical and Astronomical Services Administration said that at 3:00 a.m. the same day, the center of low pressure 10a (near the East Sea) was at about 12.3 degrees north latitude, 118.7 degrees east longitude, within the Philippine forecast area (PAR), 145km west of Coron, Palawan.
The low pressure is moving west at 10km per hour and is unlikely to strengthen in the next 24 hours.
However, the low pressure area is located along the Intertropical Convergence Zone (ITCZ) and will affect Southern Luzon, Visayas and Mindanao.
In the next 24 hours, Palawan including Kalayaan Islands and Occidental Mindoro is forecast to experience partly cloudy skies with scattered rains and thunderstorms due to low pressure and tropical convergence zone.
The entire Visayas is cloudy with isolated showers and thunderstorms due to the tropical convergence zone.
The entire Visayas, Occidental Mindoro and Palawan including the Kalayaan Islands experience light to moderate winds from the southwest to southeast with light to moderate seas.
In other areas such as Bicol, MIMAROPA, Quezon, Rizal, Laguna, Batangas, Ilocos, Cordillera, Cagayan Valley and Central Luzon, watch out for flash floods or landslides due to heavy rains.
Also according to the latest storm information from PAGASA, low pressure 10b outside PAR has strengthened into a tropical depression. At 2:00 a.m. on October 7, the center of the tropical depression was at about 19.8 degrees north latitude, 145.7 degrees east longitude, 2,540 km east of the northernmost Luzon.
The strongest wind near the center of the tropical depression is 55 km/h, gusting to 70 km/h. The tropical depression is moving north at 25 km/h and is not expected to enter PAR.
According to the weather forecast bulletin of the Vietnam National Center for Hydro-Meteorological Forecasting, on October 7, in the western sea area of the North East Sea (including the waters of the Hoang Sa archipelago), the central and southern East Sea area (including the waters of the Truong Sa archipelago), and the sea area from Quang Tri to Quang Ngai, there will be showers and thunderstorms.
During the day and night of October 7, in the western sea area of the North East Sea (including the waters of the Hoang Sa archipelago), the central and southern East Sea area (including the waters of the Truong Sa archipelago), the southern Gulf of Tonkin, the waters from Quang Tri to Ca Mau, Ca Mau to Kien Giang and the Gulf of Thailand, there will be scattered showers and thunderstorms.
During thunderstorms, there is a possibility of tornadoes and strong gusts of wind level 7-8.
All vessels operating in the above areas are at risk of being affected by tornadoes and strong gusts of wind.
