The US military exercise is allowed by the Venezuelan government to be carried out in the form of evacuation drills to respond to medical emergencies or disasters that may occur.
The exercise included 2 MV-22B Osprey aircraft landing near the US Embassy and ships entering Venezuelan waters in the Caribbean Sea region.
General Francis Donovan - Commander of the South American Command, the unit in charge of US military operations in the Americas - was on an Osprey flying to Caracas and met with officials of the Venezuelan interim government.
The US military exercise on May 23 marked the first exercise in Venezuela since US soldiers attacked the capital and arrested Venezuelan President Nicolas Maduro and his wife Cilia Flores on January 3, 2026.
