This attack was carried out by extremistism, Putin told Russian law enforcement officials.
President Putin noted that the US and its allies are trying to cover up their proxies in Kiev, stressing that Ukraine had nothing to do with the terrorist attack and that the responsible person is the Islamic State of Israel, IS.
"We know who carried out the attack, and we want to know who ordered it," Putin said.
Russian law enforcement is questioning the arrested suspects. Mr. Putin said that the investigation must be "professional, without any political prejudice".
Russian security agencies have arrested seven suspects as they were driving towards Ukraine, as well as four accomplices. The four suspects were brought to court and identified as Tajik. On March 25, three other suspects were arrested. According to the Russian Investigative Committee, three new suspects - Ainchon Islomov, Dilovar Islomov and his 62-year-old father Israel Islomov - were accused of being involved in organizing terrorist acts.
President Putin noted that the issue of terrorists heading towards Ukraine has raised questions that need to be answered.
"Who's waiting for them there? It is clear that Kiev's regime supporters do not want to be accomplices and sponsors of terrorism. But there are still many questions," he said.
The US and EU quickly confirmed that Ukraine had no involvement in the attack and that the IS branch in Afghanistan and Central Asia was the sole culprit.
At least 137 people were killed at the crocus City Hall concert venue in northwestern Moscow on the evening of March 22, when armed men opened fire on the crowd and set the hall on fire. Speaking to law enforcement officials, Mr. Putin argued that this brutal act was in line with Kiev's model of action.
This violence could be just a link in a series of efforts by those who have fought for our country since 2014, the Russian leader said.
The president noted that despite knowing who was the terrorist attackers, Moscow still needs to find out who issued the order. However, Mr. Putin made it clear that Kiev was the main suspect.
The Ukrainian army is losing on the front line, Kiev has tried to encroach on the Russian border, launched shelling at civilians in Belgorod and launched missiles into Crimea - Mr. Putin noted.
Mr. Putin added that all of these actions "created a reasonable order for a terrorist attack", both to threaten Russia and to strengthen domestic spirit, allowing Ukrainians to continue to "follow orders" from Washington and continue fighting.
