The Japanese government has drafted a basic program on the development and application of artificial intelligence, with the goal of increasing the rate of AI use among the masses from the current level to 50% and then to 80%.
The draft emphasizes the importance of promoting the use of AI to build a self-developed technology platform by Japan in the context of other leading countries.
According to the data, the US and China are holding the leading position in artificial intelligence development, with the rate of people who have used AI to create generative AI reaching 68.8% and 81.2%, respectively, while this figure in Japan is only 26.7%.
The draft believes that increasing the rate of AI use across society is important for the technology development orientation, in which AI is described as a social infrastructure that plays the role of knowledge platform and implementation platform.
The Japanese government aims to attract about 1 trillion yen in investment from the private sector to enhance research and development activities. These investments include human resource development projects, support in expanding the AI industry to emerging markets, and improving R&D infrastructure.
Japan expects to build an AI ecosystem in which developers, users, semiconductor manufacturing enterprises and cloud service providers cooperate to expand markets abroad and address the countrys digital trade deficit.
The draft also sets out the orientation to require all ministries and then all civil servants to use AI in their work, thereby creating motivation to spread the application of technology in the public sector.
In his October policy speech, Prime Minister Sanae Takaichi affirmed his desire to make Japan the most favorable country in the world for AI development and application. The government identifies AI as a key investment sector and will promote R&D through a public-private partnership model.
