Judge Ali asked senior budget assistants of President Donald Trump and US State Department officials, including Secretary of State Marco Rubio and leaders of the Office of Management and Budget Russell vought, to carry out any contract cancellation or termination of construction effective after President Trump's inauguration, at least while the litigation process is underway.
Politico pointed out that this ruling fundamentally blocked a core content in one of the executive decrees signed by President Donald Trump shortly after taking office, requiring the government to freeze foreign aid within 90 days.
The judge concluded that the Trump administration appeared to have acted "inconveniently and erratically" by suddenly cutting off all foreign aid without considering the consequences for businesses receiving the aid before Trump took office.
Lawyers for the contractors have described the huge damage and disruption caused by the Trump administration's efforts to freeze and cancel thousands of contracts underway with organizations funded by foreign aid from USAID. The list submitted to the judges includes more than 200 foreign aid contracts that were canceled in just this week.
