Waiting for Framework Charter
The 9th National Sports Festival 2022 will be held at the main competition venue in Quang Ninh. The framework regulations for the competition were issued close to the opening time in August 2022.
The deadline for units to register a preliminary list is before September 15, 2022 and the deadline for registering an official list is November 1, 2022. It is easy to see that the registration deadlines for the 9th National Sports Festival 2022 are very close together, which inevitably makes many units passive in their plans.
In some opinions that have been given, Deputy Director of the Department of Culture - Sports of Ho Chi Minh City - Mr. Nguyen Nam Nhan once expressed that the manager needs to consider carefully and from the previously organized Congresses, the 10th National Sports Congress - 2026 should soon issue the Framework Charter. Because the early issuance of the Framework Charter means that the units grasp the specific regulations and have prepared their forces, avoiding waiting until the time of organization to have the final decision.
There was an opinion that when the Project to organize the 10th National Sports Festival in 2026 was approved, the Framework Charter would certainly be issued. If the Framework Charter of the 10th National Sports Festival in 2026 was issued in 2024, all units nationwide would have about 2 years to optimally prepare their forces.
Limitations and disadvantages
Every time they prepare professionally to attend the National Sports Festival, the highest goal of 65 units is still the medal result.
Therefore, the first thing is that each unit wants to keep its core athletes and coaches (based on labor contracts, training contracts, etc.). However, there are many cases where famous athletes have changed units right before the National Sports Festival to win medals for the new unit.
The framework regulations of the National Sports Festival always specify the most specific terms regarding the athlete's contract period with the host unit when they are registered to compete in this tournament.
At the 9th National Sports Congress in 2022, the regulations stipulate that: “Athletes participating in the Congress must be citizens of the Socialist Republic of Vietnam, not currently banned from competing by the National or International Sports Federation or Association, or by the athlete management or employment agency; Each athlete may only register to compete in one sport; Athletes are entitled to register to compete for a locality or industry when one of the following conditions is met: Having a contract for the use of athletes or a legal athlete transfer contract signed before September 1, 2022 (a notarized copy of this Contract must be sent with the Official Registration to the Congress Organizing Committee).
For sports for which the Federation and National Sports Association have issued the Transfer Regulations, they shall be implemented according to the Transfer Regulations for Athletes. Have a permanent residence registration, Identity Card or Citizen Identification Card confirming the athlete's place of residence. Have a certificate confirming that the athlete is an athlete of the industry issued by the Department of Military Training, Ministry of National Defense or Directorate of Politics of the People's Public Security, Ministry of Public Security; In case the athlete does not have a permanent residence registration in the locality, does not have a certificate from the industry or when there is an athlete dispute between delegations, the Organizing Committee of the Games will consider and resolve it based on the athlete use contract or athlete transfer contract...".
However, problems still occur. The 9th National Sports Festival in 2022 recorded two sports that received attention for athlete registration after there were reports of "transfers" that were not in accordance with the regulations: kickboxing and volleyball. The organizing committee of each sport has handled each specific case. In fact, there were still reactions in some sports, but they were all resolved... peacefully.
