The launching ceremony was carried out according to the plan of the Ho Chi Minh City People's Committee and the Ho Chi Minh City Department of Culture and Sports, starting with a flower offering ceremony at the President Ho Chi Minh Monument Park with the participation of leaders of the Ministry of Culture, Sports and Tourism, the Department of Physical Education and Sports and Ho Chi Minh City. After that, the group moved to Le Loi Street to conduct the launching program.

At the ceremony, traditional rituals such as flag-raising, preparation reports, speeches by sports leaders and athletes' oaths were solemnly performed. Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc presented the flag to the delegation representative, expressing his confidence in the Southern forces.

At the 33rd SEA Games, Ho Chi Minh City sent 59 coaches and 258 athletes to participate in 37 out of 45 events of the Vietnamese delegation. Representative of the athlete, Lieu Gia Kien pledged that the whole team will compete with determination, preserving the image of Vietnamese sports in Thailand. On this occasion, the Ho Chi Minh City People's Committee supported the Ho Chi Minh City National Sports Training Center with 300 million VND.
Deputy Director of the Department of Physical Training and Sports Nguyen Hong Minh - Head of the Vietnam Sports delegation acknowledged the core role of the Southern region, especially in spearhead sports such as athletics, swimming, gymnastics, boxing and martial arts. Vietnam aims to win 90 to 100 gold medals and maintain its position in the top 3 delegations at this year's Congress.
