Speaking at the ceremony, Prime Minister Pham Minh Chinh acknowledged the efforts and achievements that Vietnamese sports have achieved in recent times. The Prime Minister emphasized that the spirit of overcoming difficulties, resilience and the will to rise up are the values that create the strength of the sports delegation when entering the 33rd SEA Games. This is not only a competition arena but also an opportunity to show the image of an integrated, civilized and aspirational Vietnam. The Prime Minister especially expressed his confidence in the athletes and coaches: I hope and believe that, in the luggage of the Vietnam Sports Delegation, the coaches and athletes participating in the SEA Games will carry the spirit of overcoming difficulties, strong will, and courage to each race, each match and achieve the highest results, so that the red flag with the yellow star can fly high in the regional arena, bringing glory to the Fatherland. At this congress, the Vietnam Sports Delegation had 1,165 members, including 1 delegation leader, 3 deputy delegations, 69 medical staff and medical staff, 44 team leaders, 16 experts, 191 coaches, 841 athletes. Deputy Director of the Department of Physical Education and Sports of Vietnam Nguyen Hong Minh will hold the role of Head of the delegation.

On the afternoon of November 28, the Vietnam Department of Physical Training and Sports coordinated with the Vietnam Olympic Committee to organize the Departure Ceremony at the Government Office. The ceremony was attended by Politburo member and Prime Minister Pham Minh Chinh; Party Central Committee member and Deputy Prime Minister Mai Van Chinh, leaders of the Ministry of Culture, Sports and Tourism, the Vietnam Department of Physical Education and Sports, Vietnamese coaches and athletes.
