Determining that personnel work is the key, the City Police Party Committee issued Plan No. 270-KH/DUCA, dated January 31, 2025 on implementing Plan No. 282-KH/DUCA of the Central Public Security Party Committee on implementing the Conclusion of the Central Executive Committee, Politburo on continuing to arrange and streamline the organization of the local Public Security apparatus to operate effectively and efficiently, meeting the requirements and tasks in the new period; Hanoi City Police has developed Plan No. 36/KH-CAHN-PX01, dated February 10, 2025 on arranging and assigning cadres when not organizing district-level Police.
The implementation of personnel work is placed under the direction of the Party Committee Standing Committee, the City Police leaders; promoting the highest responsibility of each unit Party Committee, especially the Head, the Head, and the Party Committee members of each unit; ensuring solidarity and unity in the implementation process.
At the same time, the City Police also require units to be proactive, urgent but confident when implementing; minimize disruption, affect the professional and technical work of each unit; ensure speed, compactness, no interruption in regular operations, no vacant areas, no interruption in work to ensure security and order in the area.

According to Hanoi City Police, there have been 59 leaders and commanders who have applied for early retirement (Department Head and equivalent, District Police Chief: 15 comrades; Deputy Head of Department and equivalent, Deputy Chief of District Police: 19 comrades; Captain and equivalent, Commune Police Chief: 17 comrades; Deputy Captain, Deputy Chief of Commune Police: 8 comrades); 10 Comrade Heads of Departments, District Police Chief asked to hold lower positions.
