On the afternoon of June 9, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a 2-level local government model in Ho Chi Minh City (abbreviated as the Steering Committee) held a meeting chaired by Mr. Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee.
Currently, Ho Chi Minh City has 22 district-level administrative units (including 16 districts, Thu Duc City and 5 districts) with 273 commune-level administrative units, including 210 wards, 5 towns and 58 communes.
Implementing the 2-level local government model, Ho Chi Minh City will end the operation of Thu Duc City and 16 districts, 5 counties.
At the same time, rearrange 273 wards, communes and towns to 102 wards and communes (including 78 wards and 24 communes).
According to the summary report at the meeting, from June 12 to 30, Ho Chi Minh City will trial the 2-level local government model in 102 new wards and communes after the arrangement.
At the same time, organize the implementation of transferring functions and tasks from the district level to the commune level after the merger immediately after the legal documents take effect from July 1.
Ho Chi Minh City will issue decisions to end the activities of the Thu Duc City Party Committee, districts, as well as the old commune, ward and town party committees.
At the same time, new ward and commune party committees will be established after the arrangement, appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Member of the Inspection Committee, Chairman and Deputy Chairman of the Inspection Committee of the Party Committee of the commune and ward for the 2025 - 2030 term.
The city will also issue decisions to end the activities of the Vietnam Fatherland Front Committee and socio-political organizations in districts, towns, and Thu Duc City; at the same time, newly establish these organizations at the commune and ward levels after the arrangement.
Ho Chi Minh City will implement decisions to appoint heads and deputy heads of units under the new commune-level People's Committees. At the same time, it is necessary to review and arrange the team of cadres, civil servants, public employees and workers, ensuring that they are suitable for the new scale and organizational structure.
In particular, the city will complete the configuring of the administrative procedure settlement information system at the new administrative units, to ensure the process of receiving and settling records for people and businesses is continuous and smooth.
The digitization of documents of agencies and organizations will also be completed before the reorganization time to serve the operation of the new government.
In addition, Ho Chi Minh City will also rearrange working headquarters, equipment and other necessary conditions to ensure the operation of local Party committees, authorities, the Fatherland Front and functional agencies.
Major General Mai Hoang - Director of Ho Chi Minh City Police, said that up to now, Ho Chi Minh City Police have basically arranged 102 officers to be heads of ward and commune police. Of which, 35 people are deputy heads of the professional department of Ho Chi Minh City Police and 67 people are team leaders and heads of the old ward and commune police.
Next week, Ho Chi Minh City Police will work with the police of Binh Duong and Ba Ria - Vung Tau provinces to discuss the plan to arrange officers to hold the position of head of the police department when merging three administrative units.
Speaking at the meeting, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen requested members of the Steering Committee to proactively prepare fully for the tasks under their responsibility, ensuring the process of arranging administrative units and operating local governments at both levels to go smoothly, without affecting the normal operations of people and businesses.
"The general requirement is not to affect normal operations. Whether running or lining up, we must ensure order and not miss. Everyone in each field must closely follow, grasp and strictly implement each stage and each task" - Mr. Nguyen Van Nen emphasized.
