On February 27, Hanoi City Police held a ceremony to announce the Decision on retirement benefits for leaders and commanders at the department level and district-level Police.
According to Hanoi City Police, on January 25, 2025, the Central Party Committee of the Public Security issued Plan No. 282-KH/DUCA to implement the Conclusion of the Central Executive Committee and the Politburo on continuing to arrange and streamline the organization of the Public Security apparatus of units and localities to operate effectively and efficiently, meeting the requirements of tasks in the new period.
With a positive and urgent spirit, in January 2025, the City Police Party Committee issued Plan No. 270-KH/DUCA, on January 31, 2025, to implement Plan No. 282 of the Central Public Security Party Committee.
Plan No. 270 has identified specific tasks for Party committees and Party organizations at all levels, especially the role and responsibility of the Head, the Head, and the Party Committee members of each unit; ensuring the high unity of the entire Public Security force.
Up to now, the City Police have basically completed the conditions for implementing the restructuring of the apparatus according to the new model, not organizing the District Police, and coming into operation from March 1, 2025.
Identifying cadre work as the key to the key; closely following the policy of the Ministry of Public Security and Plan No. 36-KH/DUCA, dated February 10, 2025 of the City Police Party Committee on arranging and assigning cadres when not organizing district-level police in Hanoi City Police, the City Police have done a good job of political and ideological work, creating consensus and unity in awareness and action throughout the Capital Police force.
The implementation of personnel work complies with the principle of democratic centralism, publicity, transparency, and objectivity on the basis of the results of comments and overall assessments of the staff in terms of qualities, qualifications, abilities, strengths, experience, results, achievements, and practical work products, prestige, and health; the work of arranging and assigning cadres is implemented in sync with the work of preparing personnel for Party Congresses at all levels in the City Police according to Directive No. 35 of the Central Executive Committee, Circular No. 01 of the Central Public Security Party Committee and Plan No. 258 of the Hanoi Party Committee on organizing Party Congresses at all levels for the 2025-2030 term.
The Standing Committee of the Party Committee and leaders of the Hanoi City Police Department held a conference to disseminate and disseminate documents of the Central Party Committee of the Public Security and the City Police on streamlining the organizational apparatus; organize a meeting to grasp the thoughts and aspirations of the Heads of Departments and Heads of District-level Public Security under the City Police.
After the Conference, the City Police received requests from 25 Department Heads and equivalent, District Police Heads to resign before the age limit, to be assigned to lower positions; 8 Deputy Heads of Departments, Deputy Heads of District and Town Police to resign before the age limit.
Previously, 11 Deputy Heads and Deputy Directors of the District Police also voluntarily submitted applications for early retirement from work from January 2025 to facilitate the work of the City Police.
Thus, a total of 15 department heads and equivalent, district-level police chiefs have resigned before the age limit; 19 department heads and district police chiefs have resigned before the age limit (of which the oldest comrade has 7 months of service left; the youngest comrade has 12 years and 6 months of service left); 10 department heads and district-level police chiefs have requested to be assigned to hold lower positions.
