The Government Office issued Notice 104/TB-VPCP dated June 12, 2025 on the conclusion of Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh at the working session of Inspection Team No. 01 on removing difficulties and obstacles at 4 Expressway Projects, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections.
According to the Permanent Deputy Prime Minister, the existence, problems, and delays in some projects are not large, mainly due to objective reasons, related to site clearance.
Deputy Prime Minister Nguyen Hoa Binh affirmed that the goal of completing projects synchronously in 2025 is unchanged; in which it is necessary to ensure that most of the sections of the route are completed in August and September 2025; sections of the route, especially difficult works are completed before December 31, 2025.
To complete this goal, the Permanent Deputy Prime Minister requested the People's Committee of Quang Ngai province to focus on completing site clearance work, ensuring the handover of the entire site for project construction before June 15, 2025.

The Ministry of Finance and the Ministry of Construction review the arranged capital sources, procedures for acceptance and payment of projects to create the most favorable conditions for financial resources for contractors to implement project construction.
The Permanent Deputy Prime Minister also requested ministries, branches, agencies and localities to consider this a top important political task, requiring the drastic and synchronous participation of the entire political system; proactively uphold individual responsibility, responsibility to the collective, put national interests first, meeting the expectations of the people and the business community.
The Ministry of Construction, as both the standing agency of the Inspection Team and the managing agency of the projects, continues to direct, monitor, and coordinate with the Government Office to urge assigned tasks, promptly compile reports to competent authorities to resolve difficulties and problems, ensuring that all 4 projects are completed in 2025 in accordance with the set goals.
