It is expected that tomorrow (February 20), the Ho Chi Minh City People's Council will review the Ho Chi Minh City People's Committee's proposal on the apparatus organization plan, and at the same time propose additional support policies for cadres, civil servants, public employees and workers subject to streamlining when implementing the arrangement of administrative units.
According to the plan, Ho Chi Minh City will streamline 6,291 cadres, civil servants and public employees, accounting for 20% of the total payroll assigned by the Politburo and the Ho Chi Minh City People's Council.
Party Bloc: The total number of cadres, civil servants and public employees is 2,605 people, including 2,263 civil servants and 342 public employees. It is expected to streamline 521 people.
Administrative sector (excluding commune level): There are 10,073 cadres and civil servants, expected to reduce 2,015 people.
The public sector receives salaries from the state budget: The total number of civil servants is 96,948 people, of which the health and education sector accounts for 83,117 people. The number of remaining state budget salary-paying civil servants is 13,831 people, expected to be streamlined by 2,767 people.
The number of redundant cadres and civil servants due to the arrangement of commune-level administrative units is 988 people.
In addition, there were 418 cases of redundant cadres in charge of Party work at corporations and companies after the reorganization.
At the same time, there are 450 cadres who are not eligible for re-election or reappointment, including 150 cases managed by the Standing Committee of the City Party Committee and 300 cadres at the ward, commune and town levels.
The Ho Chi Minh City People's Committee proposes that in addition to general policies under Decree 178/2024/ND-CP of the Government, Ho Chi Minh City will have a separate support regime for cadres, civil servants and public employees subject to streamlining.
According to calculations, each case of early retirement according to Article 7 of Decree 178/2024 will receive an average support of 1.575 billion VND/person.
In addition, Ho Chi Minh City's additional support policy is expected to spend VND1.105 billion/person.
With a total of 6,291 people subject to streamlining, the estimated payment cost is up to VND 16,789 billion, of which VND 9,912 billion is according to Decree 178/2024 of the Government and VND 6,877 billion is from the Ho Chi Minh City budget for additional support.
