On the afternoon of December 29, the Ministry of Home Affairs organized a conference to summarize 2025 and deploy the 2026 plan for the Ministry of Home Affairs.
Politburo member, Standing Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Minister Pham Thi Thanh Tra attended the conference.

Speaking at the opening of the conference, Minister of Home Affairs Do Thanh Binh said that 2025 is a year of particularly important significance, the year of the end of the term of the entire Party, army, and people striving to complete the goals and targets of the Resolution of the 13th National Party Congress and moving towards the 14th Party Congress.
Overcoming the common difficulties of the international context and challenges, 2025 passed with many imprints in politics, economy, culture, society, and foreign affairs of the country. And contributing to that great common achievement of the country is the effort and determination of the entire Home Affairs sector.

Today's National Conference of the Home Affairs sector is an opportunity for us to review the achieved and unfulfilled results in 2025, share difficulties, challenges, concerns and move towards 2026 with higher determination and more drastic actions" - the Minister summarized.
Reporting on the organizational structure and staffing at the conference, Deputy Minister of Home Affairs Vu Chien Thang said that implementing the policy of arranging and streamlining the organizational structure of the Central Government, the Ministry of Home Affairs has proactively advised on summarizing the implementation of Resolution No. 18-NQ/TW, accordingly, after implementing the arrangement, the organizational structure of the 15th Government was streamlined, including: 14 ministries, 3 ministerial-level agencies, 5 agencies under the Government.
Regarding the arrangement of specialized agencies, the provincial level reduced 709 agencies; the district-level specialized agency reduced 8,289 agencies.

To date, 467 specialized agencies under provincial-level People's Committees and 9,916 commune-level specialized departments have been established nationwide in communes, wards, and special zones.
Promptly build and complete the regime and policies when arranging and streamlining the organizational apparatus associated with streamlining staff to ensure humanity, suitability, restructuring and improving the quality of the contingent of cadres, civil servants, and public employees in accordance with the requirements of the Central Steering Committee.
In addition, administrative reform work always receives attention, in-depth and regular and comprehensive direction from the Government, the Prime Minister and ministries, branches, and localities; especially timely directions and guidance to remove difficulties and obstacles arising in the process of organizing and operating the 2-level local government model, focusing on key areas, to remove "bottleneck points" in resolving administrative procedures.
Ministries, branches, and localities have made many efforts to implement administrative reform contents and tasks according to approved programs and plans, with many creative, practical, and effective solutions and ways of doing things.
