On the afternoon of May 22, at the National Assembly's house, Member of the Politburo, Chairman of the National Assembly Tran Thanh Man - Chairman of the Drafting Committee amended and supplemented a number of articles of the 2013 Constitution, chaired the second meeting of the Drafting Committee to amend and supplement a number of articles of the 2013 Constitution (the Drafting Committee for amendment of the Constitution).
Attending the meeting were Politburo member, Standing member of the Secretariat Tran Cam Tu - Vice Chairman of the Committee for drafting the amendment to the Constitution.
After more than half a month of implementing the work of collecting public opinions, the work has been carried out in the right direction, on schedule, and on schedule, initially showing that National Assembly deputies agreed and the people highly supported this policy.
According to the report of the Ministry of Public Security, as of 4:00 p.m. on May 22, 2025, there were 10,760,937 people, a total of 70,946,231, of which 70,913,737 opinions were in favor (99.95%), 32,494 opinions were disagreeable (0.05%).
Discussing at the meeting, delegates gave initial opinions on preparing a plan to absorb, explain, and revise the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on issues that arose through monitoring the recent situation of collecting public opinions.
The discussion comments emphasized the requirements to research and absorb the opinions of the people, institutionalize the Party's views and guidelines and how to express the provisions of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
This is to ensure generally accepted, stagnant, avoid overlap, and properly express the nature of the Constitution as the basic law of the State.

Concluding the meeting, the National Assembly Chairman requested agencies and members of the Committee according to their assigned fields to continue to closely lead and direct assigned tasks, especially the implementation of the work of organizing the collection of public opinions, sectors and levels to ensure thoughtfulness, efficiency and practicality.
Continue to widely disseminate to the people about the purpose, meaning, scope, and content of amending and supplementing a number of articles of the 2013 Constitution to ensure the promotion of democracy and create high consensus.
The National Assembly Chairman proposed to strengthen the fight against erroneous, hostile arguments, distorted and sabotage arguments, bad and toxic information related to amending and supplementing a number of articles of the 2013 Constitution.
At the same time, it is recommended that the assigned agencies need to do a good job of synthesizing opinions from the people, sectors, and levels to ensure full and objective recording of comments and contributions and sending a summary report on the results on time.
The Chairman of the National Assembly proposed the Standing Committee of the Legal and Judicial Committee, based on the results of the meeting, proactively advising the Committee to draft the Constitution amending the Constitution to develop an explanation report, absorb and revise the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
Closely coordinate with agencies to absorb and revise the draft Resolution according to the opinions of National Assembly deputies, the opinions of the people, sectors and all levels.
Prepare documents and reports from the Committee to report to competent authorities as required, in the spirit of maximum acceptance, convincing explanation, providing complete information, and properly demonstrating the "favor of the Party and the People" to submit to the National Assembly for discussion and consideration, and approval on schedule.
