On the afternoon of December 17, at 3/2 Square in Bac Giang city, National Assembly Chairman Tran Thanh Man attended and gave a speech at the Conference to announce the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels in Bac Giang province for the 2023-2025 period.
At the conference, Mr. Hoang Thanh Tung, member of the Party Central Committee, Chairman of the National Assembly's Law Committee, announced Resolution 1191. The Resolution takes effect from January 1, 2025.
According to the Resolution, Bac Giang province has 10 district-level administrative units, including 1 city, 2 towns and 7 districts; 192 commune-level administrative units (a reduction of 17 commune-level administrative units), including 143 communes, 35 wards and 14 towns.
At the conference, National Assembly Chairman Tran Thanh Man presented Resolution 1191 of the National Assembly Standing Committee to the Standing Committee of Bac Giang City Party Committee, the Standing Committee of Chu Town Party Committee, and the Standing Committee of Luc Ngan District Party Committee.
Speaking at the conference, National Assembly Chairman Tran Thanh Man emphasized that the arrangement of administrative units is an important task in the country's development orientation for the 2021-2030 period, associated with the implementation of innovation in the organization and arrangement of the political system to be streamlined, operate effectively and efficiently, reduce staff, reform the salary regime, restructure and improve the quality and efficiency of the contingent of cadres and civil servants, effectively promote resources for socio-economic development, and improve people's lives.
The National Assembly Chairman stated that, to date, implementing Resolution No. 37 dated December 24, 2018 and Conclusion No. 48 dated January 30, 2023 of the Politburo, the National Assembly Standing Committee has completed all work of 51 provinces and cities with units subject to restructuring in the 2023-2025 period (with 37 district-level administrative units and 1,178 commune-level administrative units); including Bac Giang province.
The National Assembly Chairman said that administrative unit arrangement is a difficult and complicated task, greatly affecting the organization and operation of agencies and organizations in the political system, of cadres, civil servants, public employees, workers and people.
In that context, strictly implementing the direction of the Central, National Assembly, Government, the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Bac Giang province focused on leading, directing, coordinating, and mobilizing the participation of the entire political system with a spirit of urgency, seriousness, high responsibility, and methodical, scientific, and certain implementation, creating unity among cadres and party members and consensus and support from all walks of life.
In order to successfully organize the reorganization of district and commune-level administrative units in Bac Giang province to ensure progress, high efficiency, and compliance with Party regulations and State laws, in the coming time, the National Assembly Chairman requested Party committees at all levels, authorities, the Fatherland Front, and organizations to continue to unite, make greater efforts and determination to focus on implementing well the reorganization of district and commune-level administrative units in the province.
Speaking at the Conference, Secretary of the Bac Giang Provincial Party Committee Nguyen Van Gau affirmed that the Provincial Party Committee will focus on leading and concretizing the tasks directed by the National Assembly Chairman into specific programs, plans, and tasks of the province and each locality for implementation.
The Party Committee, the government and all classes of people in the province will always uphold the spirit of solidarity and unity; promote democracy and self-reliance; strive to overcome all difficulties and challenges; confidently look forward to a bright future, determined to build Bac Giang homeland to become increasingly prosperous, civilized and modern; worthy of the tradition, history and trust and expectations that the Party and State leaders have placed in the locality.
