Deputy Prime Minister Tran Hong Ha has just signed Decision 968/QD-TTg promulgating the Plan to implement the planning of Bac Lieu province for the period 2021-2030, with a vision to 2050.
One of the main contents of the Plan is to complete the synchronous planning system. Accordingly, by 2025: Review, establish, and adjust urban and rural planning, district-level construction planning, district-level land use planning, technical and specialized planning in Bac Lieu province according to the provisions of law, ensuring consistency and synchronization with the approved Provincial Planning.
The plan also clearly states that the principle of determining public investment projects is to prioritize the implementation of infrastructure projects that create great spillover effects, especially the province's strategic transport infrastructure, ensuring synchronization, modernity, comprehensiveness, promoting regional and intra-regional connectivity associated with economic development corridors, dynamic urban areas (coastal economic corridor from Long An - Kien Giang; highways, coastal roads in Bac Lieu province)...
Priority sectors and fields for investment attraction include: Renewable energy, new energy, agricultural and aquatic product processing; industrial parks and industrial clusters; information and communication infrastructure to meet the requirements of digital transformation; regions linking production and consumption of agricultural and aquatic products; transportation; tourism; climate change response, water supply, solid waste treatment; completion of technical and social infrastructure in the province.
Regarding resources for implementing the planning, Bac Lieu province plans to mobilize a total social development investment capital of about 400,000 - 450,000 billion VND to meet the GRDP growth target of 11.5% on average annually in the planning period 2021-2030; of which: Capital demand for the period 2021-2025 is about 180,000 - 190,000 billion VND, for the period 2026-2030 is about 220,000 - 260,000 billion VND.
Focus on mobilizing capital sources for development investment; effectively using public investment capital, investing with focus and emphasis in key sectors and fields, creating breakthroughs, projects that create spillover momentum, promoting socio-economic development.
Expand investment forms, encourage public-private partnership (PPP) investment and other investment forms, and at the same time strengthen domestic and foreign investment promotion to mobilize investment capital for infrastructure development and production and business projects in the area.
Exploiting land funds in the vicinity of economic corridors to create investment capital for developing the province's socio-economic infrastructure. Researching and promulgating regulations on mechanisms for mobilizing investment resources for developing socio-economic infrastructure in the province.
In addition, the province has increased its mobilization of investment capital in the form of public-private partnerships (PPP). Researching and developing a list of infrastructure investment projects in the form of PPP for each phase to attract investors, creating a breakthrough to complete facilities and infrastructure to serve socio-economic development and aiming to build a synchronous and modern infrastructure.
