The conference discussed, gave in-depth, comprehensive opinions and highly agreed on three key groups of contents of strategic significance, long-term orientation, directly serving the preparation for the 14th National Party Congress and promoting the process of continuing to innovate and sustainably develop the country in the new period.
General Secretary To Lam chaired and delivered the closing speech at the Conference.
*Clarifying the goals of the 14th Congress term, with a vision to 2045, 2050 and beyond
Speaking at the closing session of the Conference, on behalf of the Politburo and the Secretariat, General Secretary To Lam respectfully thanked the Central Committee members and delegates attending the conference for promoting a high sense of responsibility, contributing many enthusiastic, frank and profound opinions to the contents submitted to the Conference.
Regarding the orientation of the Documents submitted to the 14th National Party Congress, the General Secretary stated that the Central Executive Committee requested the new Political Report to be completed in the direction of: Ensuring inheritance and innovation, accurately reflecting the country's development practices, especially the outstanding achievements in politics, economy, culture, society, national defense, security, foreign affairs... with the view that we have the foundation, potential, position, and international prestige as today is the result of 95 years under the leadership of the Communist Party of Vietnam, 80 years of the Socialist Republic of Vietnam, 40 years of innovation and especially the great contributions and sacrifices of many generations of Party members, of the masses.
The report needs to clearly identify the goals of the 14th Congress term and vision to 2045, 2050 and beyond, associated with 2 goals: 100 years under the leadership of the Party, 100 years of the Socialist Republic of Vietnam; emphasize new development drivers, including science and technology, innovation, digital transformation, development of high-quality human resources and effective exploitation of the advantages of extensive international integration; affirm the key role of Party building and rectification, anti-corruption, waste and negativity; fight against individualism, group interests, ideological and ethical degradation, lifestyle degradation; strengthen control of power; improve leadership capacity, governance and fighting strength of the Party; improve national governance and management capacity of the organization and operation of the political system.
The Central Executive Committee assigned the Politburo and the Secretariat to continue directing the Subcommittees preparing for the 14th Congress to complete the Documents, continue to organize a public consultation within the Party and the whole society, ensuring quality, consensus, and strategic stature. The reports on the Summary of the implementation of the Party's Charter; the Report on the Summary of 40 years of renovation also need to continue to be improved in the stated spirit to truly become a foundation for maintaining solidarity and unity throughout the Party and a foundation for planning future national development strategies.
Regarding the content of amending and supplementing a number of Resolutions and conclusions of the Central Committee to create a political basis for the goal of continuing to reform and innovate the country, the General Secretary said that the Central Committee has reviewed and given instructions on summarizing practices, assessing difficulties and inadequacies in a number of current laws and institutions, thereby orienting the amendment to remove legal bottlenecks and promote development in the new period.
The Central Executive Committee affirmed that institutional reform is a breakthrough, a key driving force to promote rapid and sustainable development. Therefore, the General Secretary requested all levels and sectors to proactively review and propose amendments and supplements to inadequate and contradictory legal documents; build a synchronous, unified, transparent and feasible legal system, create a favorable investment - business environment, ensure the legitimate rights of the people; promote the application of technology in state management, transform from a management administrative model to a service administrative model.
* Deploying the plan to organize congresses at all levels to avoid being passive and delayed
Regarding the direction of personnel work of the 14th National Party Congress, the General Secretary emphasized that the Central Committee agreed to determine: The direction of personnel work of the 14th National Party Congress is a particularly important document, deciding the entire preparation and election of personnel for the Central Executive Committee of the Party, the Politburo, the Secretariat, the General Secretary and key leadership positions of the State, contributing to the success of the 14th National Party Congress; continuing to enhance the position, more clearly affirming the role of comprehensive, absolute and direct leadership of the Party for the country, especially when we are directing the strong, synchronous and comprehensive implementation of the revolution of streamlining the apparatus from the Central to the grassroots to enter an era of prosperous development of the nation.
Cadre work is the "key of the key", therefore, the preparation of personnel for the 14th National Party Congress needs to be carried out synchronously, scientifically, methodically, closely, democratically, objectively and transparently; ensuring correct implementation of Party regulations, democratic centralism principles and legal regulations.
The General Secretary suggested that the work of preparing personnel for the Party Central Committee, the Politburo, and the Secretariat must comply with and maintain the Party's basic viewpoints and principles; must put national and ethnic interests first and foremost; harmoniously and reasonably handle standards and structures; between inheritance, stability and innovation, development; between popularity and specificity; between training expertise and practical strengths and abilities; between prestige, work experience and development directions; in particular, especially promoting the quality, efficiency, work products, and contributions of cadres as a measure in evaluating, arranging, and using cadres; ensuring suitability in structure, age, gender, ethnicity, and region.
The introduction and selection of personnel must be based on prescribed standards and conditions, generally based on the planning basis but not too rigid but must be based on specific practice to review, not missing factors outside the planning but with outstanding leadership qualities and abilities, best meeting the requirements and tasks of the revolution in the new period; at the same time, closely linked with the plan to arrange personnel to take on key leadership positions of departments, ministries, branches, agencies and units at the central and local levels for the 2026-2031 term and the Vietnam Fatherland Front, and socio-political organizations for the coming term.
The General Secretary noted that he was determined not to "let" those who did not meet the standards and conditions, and were not worthy of participating in the 14th Party Central Committee; at the same time, there must be effective solutions and measures to limit and promptly overcome the situation of personnel who have just been elected to the Party Central Committee or have just been planned and appointed and have to be reviewed, disciplined or prosecuted for criminal liability.
Regarding the orientation of organizational allocation, the number of members of the 14th Party Central Committee officially assigned to localities, agencies, units, the Central Committee agreed and agreed highly and said that the orientation of allocation was prepared relatively carefully, closely, inherited, close to the practical situation and convincing; at the same time, closely linked with the requirements for leaders to carry out political tasks and build a team of senior leaders of the Party in the immediate future as well as in the new development period of the country.
Regarding Party Congresses at all levels, the Central Executive Committee determined: Party Congresses at all levels for the 2025-2030 term are of special importance. This is not only a large and extensive political activity in the entire Party and people, but also a premise for successfully organizing the 14th National Congress of the Party. Currently, agencies and organizations in the political system following the model of two-level administrative units have come into operation, Party committees and Party organizations at all levels need to focus on leading and directing the successful organization of Party congresses at all levels according to the roadmap: Grassroots congresses completed before July 31, 2025, direct superior congresses of the grassroots and Party committees of communes, wards and special zones completed before October 31, 2025; Provincial Party congresses and Party congresses directly under the Central Government completed before October 31, 2025. At the same time, it is required that Party committees in the process of preparing and organizing congresses must focus on discussing carefully the tasks and solutions to continue to contribute to completing the documents of the 14th National Party Congress and documents of their own congresses; demonstrating innovation and revolution in leadership, direction and organization of implementation.
The Central Committee requests the Central Organizing Committee, provincial Party Committees, city Party Committees, and affiliated Party Committees to urgently deploy plans to organize congresses at all levels, promptly handle arising problems, avoid being passive, delayed, or allowing internal disunity to occur.
* Disciplining violating party members
Regarding personnel work, the General Secretary said that the Central Committee highly agreed on the requirement: Strict the principle of the Party unifying the leadership of personnel work, implementing the correct process, objectively, transparently, democratically but seriously, avoiding unhealthy mobilization. Building a team of cadres at all levels, in addition to the policy of paying attention to training strategic-level cadres, it is also necessary to pay special attention to building a team of strong grassroots cadres who are capable of completing their tasks well, selecting cadres who ensure standards of political qualities, ethics, practical capacity, innovative thinking, daring to think, daring to take responsibility, being attached to the people, having a development vision to put them in key positions.
The Central Executive Committee decided to take disciplinary action by removing comrades Nguyen Xuan Phuc, Vo Van Thuong, Vuong Dinh Hue, Le Minh Khai from all positions in the Party; expelling comrade Nguyen Thi Kim Tien from the Party; agreeing to let comrade Do Duc Duy, cease holding the position of member of the 13th Party Central Committee and comrade Vo Chi Cong, cease holding the position of alternate member of the 13th Party Central Committee.
* Determined to continue to innovate comprehensively
Regarding the operation of the two-level local government model, the Conference acknowledged the initial report on the implementation of the two-level local government model in 34 provinces and cities, with 3,321 communes, wards and special zones with reorganized space in the direction of supplementing, supporting and creating endogenous motivation for each province, each region and nationwide. The Central Committee assigned the Government Party Committee, Party Committees of Central Party Agencies; Party Committees of the Fatherland Front and Central organizations, Party Committees of provinces and cities to continue to closely monitor the situation, and make a comprehensive summary after 6 months to propose adjustments in accordance with reality.
To effectively implement the conclusions of the 12th Central Conference, the General Secretary requested Party committees, Party organizations and the entire political system to focus on implementing a number of key tasks: Organizing a thorough dissemination of the conclusions of the 12th Central Conference, ensuring that each cadre and Party member understands correctly, implements correctly, and has high consensus; speeding up the progress of completing draft documents, collecting widely opinions, promoting collective intelligence, perfecting them in a concise, easy-to-understand, long-term vision, and strategy; urgently reviewing and proposing legal amendments in the direction of promoting innovation, development, removing barriers, ensuring the interests of people and businesses.
The General Secretary noted that the preparation for Party Congresses at all levels should be carried out methodically, thoughtfully, democratically, in accordance with procedures, strictly, especially in terms of documents and personnel; continue to perfect the two-level government model, while improving the quality of cadres, service spirit, and public governance effectiveness; organize well the activities to celebrate the 80th anniversary of National Day (September 2, 1945 - September 2, 2025) and major national holidays, creating a vibrant competitive atmosphere, a joyful, confident and proud atmosphere for the entire Party, people, and army nationwide. Complete the goal of protecting the Fatherland, developing the country and improving the lives of people in all aspects.
The General Secretary emphasized that we are facing new opportunities but also full of challenges. The world and regional situation continues to fluctuate complicatedly, intertwined with opportunities and challenges. Require the entire Party, people and army to maintain their belief and aspiration for development, determined to continue to comprehensively innovate to build a peaceful, developed, strong, prosperous and happy Vietnam.
