On the afternoon of November 12, the 18th Hanoi Party Executive Committee's Second Conference completed the entire working program.
Concluding the conference, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that the conference took place in a democratic, responsible, frank, constructive atmosphere, demonstrating the high determination of the entire Capital Party Committee in realizing the Resolution of the 18th Congress of the City Party Committee.
Regarding the content considered by the conference as personnel work, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that the City Party Committee has agreed to introduce to the City People's Council to complete the key leadership positions including: Chairman, Vice Chairman of the City People's Council; Chairman, Vice Chairman of the City People's Committee for the 2021-2026 term.
Along with that, the conference completed the Inspection Committee and elected the Chairman of the Inspection Committee of the City Party Committee; adjusted the structure of the Standing Committee of the 18th City Party Committee. This improvement aims to ensure inheritance, stability and improve the leadership capacity of Party committees, meeting the requirements of tasks in the new period.
For the second group of contents of the conference focusing on the approval of working regulations, the full-term program for the 2025-2030 term and the 2026 work program of the 18th City Party Committee, according to Secretary of the City Party Committee Nguyen Duy Ngoc, the new regulations have been developed systematically and scientifically, closely following the Party's organizational principles and ensuring comprehensive leadership of the Party Committee.
Emphasizing that the remaining time of 2025 is not much while the workload is still large, the Secretary of the Hanoi Party Committee requested the entire political system to focus highly to complete the socio-economic development targets, creating momentum for the first year of the 2025-2030 term.
The top priority task is to speed up the progress of public investment disbursement, attract private investment, stimulate consumption, import and export, strive for the capital's GRDP growth to reach over 8%.
"Currently, our disbursement rate is only 55%, there is still more than VND 60,000 billion to focus on. The biggest bottleneck is site clearance and land price determination that needs to be urgently resolved to ensure public investment capital is brought into the economy" - Secretary of the City Party Committee Nguyen Duy Ngoc noted.
He also requested the immediate completion of Steering Committees and working groups, synchronization of institutions, review of legal documents to propose amendments and supplements to comply with the Capital Law and newly issued Central Resolutions, especially on private economic development, education - training and people's health care.
Referring to the issue of thoroughly handling residential bottlenecks such as traffic congestion, flooding, environmental pollution, urban order, and food safety, the Secretary of the City Party Committee said that the causes have been clearly stated but the implementation of solutions is still slow.
He requested the Department of Construction, the Department of Health, the Department of Agriculture and Environment, and the City Police to continue to urgently develop specific projects and plans, report to the Standing Committee of the City Party Committee to immediately handle urgent issues, minimizing negative impacts on people's lives.
The Secretary of the Hanoi Party Committee said that the Standing Committee and the Standing Committee of the City Party Committee that have been assigned will directly, not avoid, and quickly accompany in work.
He called on all cadres, party members, armed forces and people of the city to make more efforts to contribute to the organization and implementation of the key tasks of the City Party Committee, together with the whole country, to make a breakthrough in the new era.
