The City Party Secretary emphasized at the meeting that 2026 is the beginning of the 5-year plan 2026 - 2030, this is the period when the city must realize its aspiration to make Hai Phong a modern international seaport city, leading the country in industrialization and modernization.
The Secretary of the City Party Committee agreed with the report of the City People's Committee on the results of the implementation of the socio-economic development plan, national defense and security in 2025 and the tasks and solutions for 2026 of the city; at the same time, he suggested that the City People's Council, the City People's Committee and all levels and sectors pay attention to implementing a number of key tasks and solutions.
In particular, regarding planning work, Secretary of the City Party Committee Le Tien Chau requested to focus on high-quality resources to complete the General Planning and the City's Socio-Economic Planning; clearly identify Hai Phong's strategic position as the largest seaport, logistics and industrial center in the country; towards a modern, ecological and livable city. This planning thinking must be truly innovative, not self- bound in old frameworks; only when we boldly expand development space, exploit new drivers and correctly identify the potential that is still open, can we create room for growth and achieve the target of 13% or more in the coming years.
Mr. Le Tien Chau also directed the review, improvement of institutions and acceleration of the implementation of Resolution 226 of the National Assembly, in which, urgently unifying the policies and regulations of the two localities before the merger, ensuring consistency and unity in application, which must be completed in the first quarter of 2026. The city will innovate the thinking and allocation of the 2026 - 2030 Medium-term Public Investment Plan; focus resources on key projects with great influence in transportation, seaports, logistics, infrastructure of the southern coastal economic zone of Hai Phong, digital infrastructure, education, health; limit spread, ensure effective investment, create sustainable development momentum.
Along with that, focus on completing and exceeding the state budget estimate in 2026; in which, state budget collection is the top important task of the entire political system of the city. Agencies, units and localities proactively review all spending norms; cut unnecessary spending; save maximum for reception, meetings, events... strive to have 60% of total state budget spending by 2030.
The Secretary of the City Party Committee also proposed to speed up the progress and be determined to implement strategic transport projects in 2026, such as the high-speed route connecting the East - West of the city and the Ninh Binh - Hai Phong expressway; Nam Do Son seaport. The City People's Council and People's Committee urgently study and propose an investment plan for the route connecting Gia Binh airport with Lach Huyen port; speed up the implementation of ports from 7-12 Lach Huyen International Border Gateway Port.
Preparing for the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026 - 2031 term, the Secretary of the City Party Committee suggested that the City People's Council closely coordinate with relevant agencies, carefully prepare personnel, ensure structure and quality.
Regarding the operation of the two-level government model, the City People's Council strengthens supervision of "bottlenecks" in the development of an urban area of 4.6 million people, especially issues of environmental pollution, traffic congestion, urban flooding, decentralization, authorization; allocating resources to upgrade headquarters, digital infrastructure, perfecting the team of commune-level cadres, ensuring effective operation of the two-level government.
Recently, the City Party Committee and the Standing Committee of the City Party Committee have directed the development, promulgation and planned to issue a number of projects and resolutions on social housing, culture, tourism, healthcare, education, sports, building a drug-free city, building a disciplined and elite police force... The City Party Secretary requested the City People's Council and People's Committee to pay attention to directing the implementation and timely implementation; allocate financial resources so that these policies can soon come into life.
