The above information was given by Ho Chi Minh City Party Secretary Tran Luu Quang at the Conference on studying and disseminating the Resolution of the 1st Ho Chi Minh City Party Congress, term 2025 - 2030, held on November 17.
Ho Chi Minh City Party Secretary Tran Luu Quang affirmed that the city's leaders are always ready to listen, promptly share and remove difficulties for cadres and civil servants in localities and units.
However, Mr. Tran Luu Quang frankly pointed out that the current information reflected from the grassroots is still very limited.
The Secretary of the Ho Chi Minh City Party Committee said that he has publicized phone numbers in many places so that cadres and civil servants can text with any problems, but for nearly 3 months now, he has not received any text messages from the grassroots.
From there, Mr. Tran Luu Quang suggested that cadres and civil servants need to be bold and proactive in connecting with the city's leaders to together remove bottlenecks, promote smoother and more efficient work.
At the conference, the Secretary of the Ho Chi Minh City Party Committee also said that he drove himself during rush hour to check the traffic jam situation - an issue that General Secretary To Lam requested Ho Chi Minh City to focus on solving during this term.
On the journey to Binh Trieu Bridge area, Mr. Tran Luu Quang took 2 hours to travel a distance of only 12 km.
The head of the Ho Chi Minh City Party Committee admitted that solving traffic congestion is a huge challenge, in addition to the problem of flooding, air pollution and the goal of building a "drug-free city".

Emphasizing the development mechanism, Mr. Tran Luu Quang affirmed that Ho Chi Minh City has never had many open mechanisms like today, from the general mechanism to specific mechanisms according to the previous Resolution 54 and the current Resolution 98.
After the merger, Ho Chi Minh City's development space will be even larger, creating conditions for implementing many important programs, contributing to national growth.
According to Mr. Tran Luu Quang, Ho Chi Minh City is having to solve many complex tasks at the same time in the context of the management method gradually shifting to stronger decentralization.
However, there is a shortage of high-quality human resources; many tasks are still slow to be implemented such as arranging administrative units, statistics on public assets, etc.
ask the question "What should we do now?", the Secretary of the Ho Chi Minh City Party Committee emphasized that the tasks have been clearly defined in the resolution and action program.
Therefore, each cadre and civil servant must focus on doing well the assigned work, especially strengthening coordination between agencies - which is a weakness that many reports have pointed out.
There is no general formula for everything, but if everyone is a little more diligent, shares and listens to each other a little more, we will definitely be able to do it - Mr. Tran Luu Quang emphasized.
In front of more than 34,000 cadres, party members, civil servants and public employees attending online, the Secretary of the Ho Chi Minh City Party Committee affirmed that the collective leadership of the City Party Committee will set an example.
"The higher the threshold, the more severe the handling will be. That is fairness. Working big, having great power, and high salaries, we must bear greater responsibility for violations" - Mr. Tran Luu Quang affirmed.
