For the Party Committee of the commune and ward under the provincial level: The Executive Board consists of 27 people, the Standing Committee has 9 people. Structural orientation includes: Secretary, Deputy Secretary, Chairman of People's Council (Secretary or Standing Deputy Secretary), Chairman of People's Committee, 1 Vice Chairman of People's Council or 01 Vice Chairman of People's Committee; Chairman of the Party Inspection Committee, Head of Party Construction Committee; Military commander, police chief; President of the Fatherland Front.
Particularly for Cai Chien Island Commune Party Committee: The number of executives consists of 15 people, the Standing Committee has 5 people. The structure orientation includes: Secretary (cum Chairman of the People's Council), 2 Deputy Secretary (Permanent Deputy Secretary and Chairman of the People's Council if the Secretary is not cum;
For the special party committee directly under the province: Pursuant to the Politburo's Directive and related regulations, the Provincial Party Committee Standing Committee is assigned to discuss and agree with the Central Organizing Committee to consider and decide in accordance with local characteristics and situations and to meet the requirements and tasks of socio-economic development, ensuring national defense and security.
According to the Project on reorganizing commune-level administrative units in 2025 submitted by the Ministry of Home Affairs, which has been approved by the Government, 171 commune-level administrative units of Quang Ninh will be reorganized into 54 new commune-level administrative units, including 2 special zones.
