Binh Dinh - On March 21, the 13th term of the People's Council of Binh Dinh province, term 2021 - 2026, held the 22nd Session (special session).

At the session, the People's Council of Binh Dinh province conducted the process of electing 3 additional members of the Provincial People's Committee for the 2021-2026 term, including: Mr. Tran Van Sang - Director of the Department of Justice; Mr. Cao Thanh Thuong - Director of the Department of Agriculture and Environment; Mr. Luong Dinh Tien - Director of the Department of Ethnic Minorities and Religions.

The session also passed 13 important resolutions, focusing on removing difficulties and obstacles, while creating a legal basis for the Provincial People's Committee and localities to effectively implement socio-economic development targets in 2025 and the following years.

Speaking at the meeting, Mr. Ho Quoc Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Dinh province - emphasized that this is an extremely important period in the development history of the province.

"We are simultaneously carrying out two very important tasks, one of which is to maintain double-digit economic growth for 10 consecutive years, with the goal of achieving a growth rate of 8.5% in 2025; the other is to carry out phase 2 of the revolution of streamlining the government apparatus," said Mr. Ho Quoc Dung.

According to Mr. Ho Quoc Dung, in phase 1, Binh Dinh has completed the arrangement work well, and was highly appreciated by the Politburo's inspection team. Phase 2 will be a bigger step, which is to build a two-level government model (provincial and commune), eliminating the district level; at the same time, implement the policy of merging provinces and cities according to the Central's orientation.

Now, we have determined that performing 2 tasks is extremely difficult, performing in the condition of "running and lining up at the same time, doing and gaining experience at the same time". Therefore, to complete this great revolution, it requires the efforts of all levels, sectors and the consensus of the people.

Regarding the work of restructuring the apparatus, the Secretary of the Binh Dinh Provincial Party Committee emphasized that this is an extremely important matter. Streamlining the apparatus means selecting people with real capacity in the new apparatus to take on the work.

"We must select cadres with sufficient virtue, talent, qualifications, and abilities to carry out the tasks. Of course, in this revolution, there are many people with a mindset, but we must be united and comply with the policies for the common development of the country.

When reorganizing the two-level government apparatus, everyone still has to work normally, don't think about one thing after another and then falter. Those who are negligent and do not do the work will be held responsible," said Mr. Ho Quoc Dung.

The Secretary of the Binh Dinh Provincial Party Committee pointed out that the province must have more drastic and synchronous solutions to achieve the growth target of 8.5% in 2025 and the double-digit growth target in 10 years.

At the session, delegates of the Provincial People's Council voted to dismiss Mr. Le Hoang Nghi - Provincial Party Committee member, former Director of the Department of Planning and Investment; Mr. Le Van Tung - Provincial Party Committee member, former Director of the Department of Natural Resources and Environment; Ta Xuan Chanh - Provincial Party Committee member, former Director of the Department of Culture and Sports; Ngo Van Tong - former Director of the Department of Industry and Trade; Tran Van Thanh - former Director of the Department of Tourism; Mr. Dinh Van Lung - former Head of the Ethnic Committee.

The delegates voted to remove Mr. So Y Luy - former Head of the Ethnic Committee of the Provincial People's Council from the duties of a delegate of the 13th Provincial People's Council for the 2021 - 2026 term.
