On September 13, 2024, at the Party Central Committee Headquarters, the Politburo met to give opinions on: The project to summarize 5 years of implementing Resolution No. 45-NQ/TW, dated January 24, 2019 of the 12th Politburo on building and developing Hai Phong city to 2030, with a vision to 2045.
After listening to the report of the Central Economic Commission's leaders and comments from various agencies, the Politburo discussed and basically agreed on important policies, viewpoints, and orientations.
Concluding the Conference, General Secretary and President To Lam noted and emphasized the following points:
Firstly, continue to study, thoroughly grasp, propagate and effectively implement Resolution No. 45-NQ/TW, dated January 24, 2019 of the 12th Politburo on building and developing Hai Phong city to 2030, with a vision to 2045 in conjunction with Resolution No. 30-NQ/TW, dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045, in order to unify and raise awareness of the role, position and importance of Hai Phong city in the Red River Delta region and the whole country; affirm that the implementation of the task of developing Hai Phong city according to the set goals is the responsibility of the entire political system from the Central to the grassroots level, especially the Party Committee, government and people of Hai Phong city.
Second, research and promulgate outstanding and breakthrough mechanisms and policies suitable to the development practices of Hai Phong city, especially in investment management; finance, state budget; planning, urban areas; resources and environment; science and technology, innovation; organizational structure; income of cadres, civil servants, and public employees; establishment of free trade zones, etc.
Third, accelerate the process of economic restructuring associated with growth model innovation; develop digital economy, green economy, circular economy; promote the development of economic zones, industrial parks, high-tech industrial parks, industrial clusters; invest in and build synchronous and modern economic and social infrastructure; modernize urban areas with the characteristics and unique identity of a seaport city; develop culture synchronously, on par with economic development; develop Hai Phong city into a high-quality education and training center, a leading modern medical center of the region and the whole country; effectively carry out national defense and security tasks in the area; improve the comprehensive leadership capacity of Party committees at all levels, build a clean, strong, effective and efficient political system...
The Politburo assigned the Central Economic Commission and the Hai Phong City Party Committee to absorb and complete the Project; the Government Party Committee and the National Assembly Party Delegation to lead and direct the implementation of the Politburo's Conclusion; the Party Committee and people of Hai Phong City to promote the tradition of "Loyalty - Determination to Win", the qualities of "Solidarity - Kindness - Dynamism - Creativity", the spirit of daring to think, daring to do, daring to take responsibility to continue to build and develop Hai Phong City to be worthy of the wishes of the Party Central Committee, the Politburo and the people of the whole country.
