On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Notice No. 81-TB/TW Conclusion of the Politburo on the investment policy to build schools for border communes.
Accordingly, the Politburo agreed on the investment policy to build boarding schools for primary and secondary schools in 248 border communes on land.
Investing in building schools for land border communes is a key and important task in socio-economic development and implementing ethnic policies to improve people's knowledge, human resource quality, create a source of cadres who are ethnic and local people, improve the material and spiritual life of people in border areas, contributing to strengthening national defense and security.
In the immediate future, the pilot investment is to complete the construction or renovation of 100 schools in 2025 (no later than the opening date of the following school year). These schools will be a model for further implementation, completing the investment target of building 248 schools in the next 2-3 years.
The invested schools must ensure technical standards, scale, school area, classrooms; have enough facilities to serve the study, cultural training, spirit, physical fitness, living conditions and are absolutely safe.
According to Notice No. 81-TB/TW, the Politburo assigned the Government Party Committee to lead and direct ministries, branches, functional agencies and People's Committees of border provinces to implement the above policy.
In which it directs: (1) The Party Committee of the Ministry of Education and Training shall preside over and coordinate with localities and relevant agencies to review, amend and supplement relevant regulations in the direction of ensuring that students in land border communes enjoy boarding and semi-boarding policies in accordance with practical difficulties in terrain and geographical distance.
Coordinate with the Ministry of Home Affairs to develop a suitable teacher arrangement plan based on reviewing existing teacher positions and needs in the coming time, training teachers with ethnic language skills, proposing budgets to maintain the operation of schools and allowances for teachers in accordance with new conditions; developing policies to encourage human resources to participate in serving border communes and plans for schools nationwide to connect with schools in border communes to exchange, connect and support disadvantaged schools in border areas.
(2) The Party Committee of the Ministry of Construction shall preside over and coordinate with the Ministry of Education and Training and the Ministry of Ethnic Minorities and Religions to develop standard designs for inter-level boarding schools so that localities have a basis for reference and implementation in accordance with the locality.
(3) The Party Committee of the Ministry of Finance shall preside over and coordinate with the Ministry of Education and Training, People's Committees of provinces and relevant agencies to balance the central and local budgets and other legal funding sources (in which the central budget is the main source) to decide on the total investment, investment phases and contractor selection mechanisms to ensure the completion of the investment target of building 248 inter-level boarding schools. At the same time, there are solutions to maintain the annual operating budget of schools.
(4) People's Committees of border provinces coordinate with the Ministry of Agriculture and Environment to review and adjust plans, be responsible for allocating land funds to build schools to ensure technical infrastructure related to school construction (electricity, clean water, wastewater, transportation, etc.); study implementation mechanisms and mobilize armed forces, union members, and youth in the area to implement investment policies to build and renovate schools according to their authority, ensure progress and quality, and closely monitor implementation, prevent loss, waste, and negativity. Have an effective exploitation plan after completing the investment in building the school.
The Politburo assigned the Party Committee of the Vietnam Fatherland Front and central organizations to launch a call for all levels, sectors, localities, organizations, individuals, businesses and the whole society to join hands to support the construction and renovation of schools for border communes.
The Government Party Committee assigned the Party Committee to direct the Party Committee of the Ministry of Education and Training to coordinate with relevant agencies to monitor, urge, and guide the implementation of this Conclusion Notice, and report to competent authorities on difficulties and problems beyond their authority. During the implementation process, it is necessary to strengthen inspection and supervision, strictly prohibit loss, waste and negativity.
