Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 224-KL/TW (Conclusion 224) of the Politburo on continuing to implement Resolution No. 06-NQ/TW, dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnam's urban areas to 2030, with a vision to 2045.
According to Conclusion 224, to effectively implement the work of managing planning, building and developing urban areas in the coming time, the Politburo requires Party committees, Party organizations and authorities at all levels to continue to resolutely implement the viewpoints, goals, tasks and solutions stated in Resolution 06; focus on a number of key contents.
This requires innovation in thinking about urban planning work, ensuring consistency in implementation. Localities urgently review and adjust the overall planning of the urban and rural systems, ensuring optimal arrangement of development space in accordance with the 2-level local government model, connecting urban areas with rural areas, between urban areas, connecting urban areas with strategic transport infrastructure ( ports, airports, highways, railways, waterways).
Urban areas play a central role in development, promoting regional, local and international integration, while maintaining traditional cultural identity. Complete the organization of the state management apparatus of urban planning; clearly define progress and responsibilities, strengthen coordination mechanisms, especially in the management of interconnected technical infrastructure between local levels.
Closely combine planning work with socio-economic development strategies, ensuring national defense, security, environmental protection, responding to climate change based on science, technology, innovation and digital transformation, creating new growth momentum.
Promote the use of big data in planning and management; establish a real-time forecasting, warning and digital map system; replicate the green urban development model, the "village in the city - city in the village" ecology. Clearly identify the functions and multi-purpose exploitation of transportation infrastructure, technical infrastructure, trade, services, public space; identify the responsibilities of state management focal agencies, inter-sectoral coordination mechanisms, and regulate exploitation rights.
The conclusion of the Politburo also clearly states the need to tighten discipline and order in developing and organizing the implementation of planning. Focus on thoroughly handling the situation of "suspended planning"; urgently completing urban infrastructure projects behind schedule.
Strengthen the management of urban order and construction order in cities and areas in the urbanization process; synchronize planning, investment, and operation; strictly control construction space; strengthen the role of community supervision.
Strictly implement national technical standards and regulations on urban and rural planning. Organizations, enterprises and individuals are strictly prohibited from influencing and dominating planning work for local interests.
